ESSENTIAL FUNCTIONS : The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
- Manages of all land survey projects on a state wide basis
- Administrates land surveying agreements on a state wide basis and serves as the project manager and primary contact on said agreements
- Directs consulting professionals and district land surveyors regarding scopes of work, standards, specifications and completion schedules
- Determines land surveying standards and scopes of work and assures compliance with state and federal laws, rules, regulations and agency operating policy
- Provides contract fee analysis and approvals
- Reviews and approves contract deliverables and authorizes payments
- Directs the right-of-way engineering check and review process and provides professional certifications of documents
- Directs the right-of-way plan development process and provides professional certification of contract plans on behalf of the Right of Way Program
- Supervises the preparation of legal descriptions and exhibits, state and federal land plats and provide professional certifications
- Supervises the preparation of parcel and highway monument summaries and provides professional certification
- Directly supervises three employees and oversee the work product of all Right Of Way Specialists within the Program
- Conducts employee evaluations and performance appraisals
- Provides program direction and agency technical support as related to land surveying, right-of-way engineering, title examination, abandonments, relinquishments, research and State and Federal land appropriations
- Oversees the processing, compilation, archiving and distribution of all land survey data
- Oversees the development, input and maintenance of the program land survey data base
- Attends survey meetings and determine project specific land survey scopes and schedules
- Serves as the chairperson on the Survey Oversight
PREFERENCES:
Preference will be given to those with a Bachelor's Degree typically in Land Surveying or Engineering.
KNOWLEDGE:

- Ability to communicate effectively in technical and general terms
- Ability to interpret land descriptions and isolate conflicts
- Ability to provide technical and professional support
- Ability to lead and manage with diversity
- Ability to analyze and resolve complex issues involving the description and transfer of real property
Education: Bachelor's Degree in Land Surveying Experience: 1-3 years of progressive work experience in (Land Surveying) at the level of a Professional Land Surveyor
Certificates, Licenses, Registrations: Required: Possession of a valid certificate to use the title of "Professional Land Surveyor" under the statutes regulating the professional registration of Land Surveying in Wyoming. The professional Land Surveyor license number is required on the application. OR Education & Experience Substitution: 4-7 years of progressive work experience in (Land Surveying) at the level of a Professional Land Surveyor Certificates, Licenses, Registrations: Required: Possession of a valid certificate to use the title of "Professional Land Surveyor" under the statutes regulating the professional registration of Land Surveying in Wyoming. The professional Land Surveyor license number is required on the application.

- One year of service to WYDOT must be completed; failure to complete this requirement will forfeit the hiring incentive; funds will be recouped from final pay.
- Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
- Employees would only be eligible for one (1) hiring bonus in a 12-month period.
- If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
