About the Role:

This position will focus on the inspection of the electrical, instrumentation, and controls components of construction projects, including standalone contracts at the Brightwater Treatment Plant and various offsite facilities, various electrical work orders including VFD, panel and other electrical appurtenance replacements, installations, repairs and upgrades in addition to other WTD capital improvement projects that involve electrical trade work scopes. Contract value amounts vary from small <$10k work orders to large $200M+ standalone contracts. You will have the opportunity to cultivate effective working relationships with contractors, consultants, project teams, and operations and maintenance staff through mutual understanding of goals, efficient communication, and trust.

  • Perform inspection and testing of electrical, instrumentation, and control (I&C) installations for assigned construction contracts/projects. Ensure compliance with contract documents and code requirements. Construction work could occur on any portion of the Wastewater Treatment Division infrastructure, including treatment plants, pump stations, and conveyance systems (WTDs infrastructure is located in northern Pierce County, King County, and southern Snohomish County). Coordinate work with other inspection staff. Provide lead direction to lower-level staff.
  • Support the administration of small electrical specialty wastewater treatment construction contracts or the electrical discipline on larger contracts.
  • Assist in the review of contractor submittals for electrical construction work for conformance with contract specifications and drawings.

  • Prepare inspection and testing reports, field notes, and other required reports ; support change order preparations, contract dispute resolution and closeouts as required .

  • Implement a defined program of inspection, sampling and testing and startup, and commissioning of facilities and equipment to ensure efficient and effective operations and to identify problems and recommend corrective action.

  • Review and interpret engineering design drawings and specifications to ensure compliance with acceptable construction methods and wastewater treatment requirements.

Qualifications You Bring:

  • Two years of technical school training in electrical engineering, or a related technical field and four (4) years of progressively responsible construction inspection or sub-professional engineering experience; or any equivalent combination of education and experience
  • Demonstrated ability to read and interpret engineering drawings and contract specifications, specifically in the field of electrical and I&C.
  • Ability to inspect materials and workmanship and recognize deficiencies and omissions requiring correction.
  • Knowledge of relevant construction laws, ordinances, codes, regulations, specifications and standards.
  • Thorough knowledge of construction methods, techniques and cost factors, with emphasis on electrical/I&C installations.
  • Knowledge of electrical and I&C systems, especially as applied to wastewater treatment, conveyance and/or other heavy industrial mechanical facilities. Experience in troubleshooting and starting up of I&C systems.
  • Experience with construction in operational environments and knowledge of hazards and safety procedures involved.

    Ability to communicate clearly both verbally and in writing, including ability to use a computer word processing, data analysis and documentation management .

  • A valid Washington State Driver's License and the a bility to drive County vehicle to various job sites each day.

  • Work Location: Brightwater Treatment Plant - 22505 WA-9, Woodinville, WA 98072
  • Work Schedule: This full-time position works a 40-hour work week, Monday-Friday. This position is exempt from the overtime provision of the Fair Labor Standards Act (FLSA) and is not overtime eligible.
  • Union Representation: This position is represented by the King County Technical Employees' Association (TEA) bargaining unit.
