Applications are now being accepted for the full time position of Sewer Flusher/Camera Operator in the Environmental Services Department, Community Services Commission. JOB SUMMARY
Operates the Waterworks Sewer Flusher truck to clean sewers and clear blockages; operates the Waterworks CCTV equipment to inspect sewers; and create condition and deficiency reports for engineering assessment of the infrastructure. Performs Waterworks Operator duties in both the wastewater collection and water distribution systems.
KEY DUTIES AND RESPONSIBILITIES
- Operates sanitary sewer video inspection camera, or sewer flusher, referencing established standards and procedures.
- Organizes and executes regular scheduled sanitary sewer flushing runs to maintain optimum flows in the system.
- Recommends corrective action and appropriate work plan to wastewater Supervisor.
- Accurately identifies and records defects using the inspection software according to established standards and procedures, in order for the department to ensure infrastructure integrity. Generates electronic reports and digital video files of sewer inspections and defects.
- Builds a liaison and investigate complaints with residents, businesses, contractors, consultants, internal departments, and other municipalities related to wastewater operations.
- Conducts flushing and reaming of sanitary sewer lines to prevent and eliminate blockages using the sewer flusher/vacuum truck and equipment.
- Participates in Waterworks Emergency Preparedness plan and related training, including emergency response as required.
- Provides emergency service involving the Water Sewer System during or after hours.
- Conducts assessment and immediate repairs and /or protection measures to ensure public health and safety and information in accordance with departmental policies and procedures.
- Performs Lead Hand duties directing sewer flushing and reaming crews
- Operates and maintains the wastewater collection systems, appurtenances and pumping stations to ensure regulatory compliance, continuous delivery of wastewater collection service and maintenance of an efficient infrastructure in accordance with departmental policies and procedures, Sewer use Bylaw, and the MOE Standard Guidelines Act and Regulations.
- Inspects all new Wastewater System appurtenances to ensure infrastructure meets City of Markham standards and specifications.
- On a rotational basis, operates and maintains the water distribution system with respect to water quality and provision of a continuous supply of water for consumption and fire fighting purposes.
- Participates in the Waterworks Operations & Maintenance standby rotation as assigned (24 hours, 7 days a week rotation).
- Operates and maintains departmental equipment and vehicles to ensure optimal performance and safe working conditions and their ability to respond to daily activities or emergency situations.
- Provides emergency services by assessing sewer blockages and sewer backups in order to take immediate action to minimize damage and protect public and environmental health, and system safety.

- Ensures compliance with the Occupational Health & Safety Act and the City of Markham’s Health and Safety policies.
- Maintains valid Operator Certificates and Licenses required by the Ministry of the Environment for the current System Class in Water Distribution Subsystem and Wastewater Collection Facility
- Other duties as assigned
MINIMUM REQUIREMENTS
- High school diploma plus two (2) years post secondary or equivalent Certified Educational Units (CEUs) as outlined in the Ministry of Environment’s Guideline 4.2
- Drinking water Operator Class I /Wastewater Collection Operator Class I Certification
- A combination of 5 years experience in Water Distribution and Wastewater collection
- Word processing, spreadsheets, database software and work order system (i.e. Hansen)
- Wastewater/Water distribution equipment operation i.e. pumping stations, flusher vacuum truck, CCTV camera and data collection, auto samplers, SCADA, SMA, DMA etc.
- Thorough knowledge of Ontario Safe Drinking Water Act (SDWA)and associated Regulations/Standards/Guidelines relevant to Water Distribution and Wastewater Collection Systems Operations
- Familiar with Drinking Water Quality Management Standard (DWQMS)
- Completion of Pipeline Assessment & Certification Program (PACP) or willingness to complete within 3 months of start date.
- Demonstrate proficiency using Water resources Code coding conventions as per PACP requirements, and Manhole Assessment & Certification Program (MACP), and the Lateral Assessment Certification Program (LACP).
- Water distribution Class 1 Certificate in good standing
- Wastewater Collection Class 1 Certificate in good standing
- Class DZ Drivers License for the operation of heavy equipment
- Drivers Abstract in good standing
- Confined Space Entry Training including SCBA rescue training
- Current AZ License is an asset
