The purpose of this job is to manage parks planning, construction, natural resources, and trail programs staff. Serves as department's primary grant application writer.

Essential Duties and Responsibilities - The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description

  • Supervises, manages, and evaluates assigned employees and makes decisions about hiring, and discipline of employees; prioritizes and assigns work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; addresses employee concerns and/or problems; counsels and/or disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries; and acts as liaison between employees and management.
  • Oversees park planning staff and provides oversight for funded construction and renovation projects. Assists with public input meetings and works with public to ensure park designs reflect desires of citizens. Hires and oversees engineers and architects including preparing bid documents and contracts.
  • Supervises Natural Resources and Construction divisions.
  • Works with citizen groups to guide special projects.
  • Acquires alternative funding sources through grant writing and donations.
  • Ensures natural areas are built and maintained to serve as wildlife habitat, nature observation, passive recreation, and stormwater cleansing and retention throughout city's park system.
  • Ensures construction jobs are designed and built within budget and meet quality standards.
  • Conducts long range planning for trails and parks including land and easement acquisition.
  • Regular attendance is a necessary and essential function.
  • Performs other duties as assigned.

Supervisory Responsibilities

  • Work requires managing and monitoring work performance by directing multiple groups of employees across more than one business function, including making decisions on hiring, disciplinary actions, evaluating program/work objectives and effectiveness, conducting performance evaluations, and realigning work and staffing assignments, as needed.

Education and Experience - An equivalent combination of education, training and experience will be considered

Education and Experience

  • Bachelor's Degree in Engineering, Construction, Landscape Architecture, Parks and Recreation Administration or related field.
  • 5 to 7 years' experience in parks planning, development and construction.

Licenses or Certifications

  • Valid driver's license.
  • Registration as a Landscape Architect preferred.

  • Principles of municipal parks and recreation administration, landscape architecture, and natural resource management.
  • Restoration ecology, horticulture, forestry and management of nature areas and trails.

  • General office practices and administrative procedures, records management and administration techniques and procedures.

This highly skilled position plays a pivotal role in the Park Services leadership team, and is responsible for managing all aspects of park development. The Park Development Superintendent leads a team of professional park planners, construction staff and natural resource stewards to successfully implement department strategic goals and meet the high expectations Columbia residents have come to expect from our versatile department. Strong leadership, budget management, construction project management and communication skills are essential for collaboration with staff, community partners and stakeholders. Salary range of $70,935-$87,250 (minimum-midpoint), commensurate with experience, and requires availability Monday through Friday, 8:00 AM-4:30 PM, with varying evenings and weekends.
