GENERAL SUMMARY

This position is responsible for planning and coordinating activities for all building trades under the Building Department and is responsible for enforcing safety policies and regulations on all Tribal construction projects. The Construction Manager focuses on meeting project commitments so that goals and objectives are accomplished within prescribed time frames and funding parameters and is assigned to small to midsized projects of moderate value.

This position ensures confidentiality, security, and accuracy of records, and promotes positive employee, customer, and community relations. Strong written and verbal communication skills are required and outstanding customer service to fellow employees, customers, vendors, etc. is expected. Regular attendance is required, and on occasion, later hours or weekend time may be required with project deadlines and a neat well-groomed professional appearance is always essential.

PRIMARY RESPONSIBILITIES

Primary responsibilities are the basic job duties that an employee must be able to perform.   • Coordinate and assume responsibility for assigned construction projects including design, bid, construction, and related functions and professional contracts.
  • Monitor project activities: ensure project goals and objectives are accomplished within budgetary, regulatory, and time frame parameters.
  • Identify resources needed; create, implement, coordinate, and revise work plans and assign individual staff responsibilities to meet project needs.
  • Manage day-to-day operational aspects of assigned project and scope.
  • Manage and track personnel, equipment, and subcontracts.
  • Review deliverables prepared by team before passing to stakeholders.
  • Prepare for engagement reviews and quality assurance procedures.
  • Ensure contractual commitments are met for timely and successful project implementation.
  • Ensure project documents are complete, current, and stored appropriately.
  • Develop and administer project budgets and expenditure.
  • Develop capital construction and community support calendars and improvement plans.
  • Evaluate potential sites and condition of existing locations for the purpose of determining construction or renovation requirements and ensuring that locations decided upon meet all project needs, requirements, and specifications.
  • Inspect all construction to ensure compliance with plans, specifications, and local codes and ordinances.
  • Work closely with Tribal Archives Department staff to identify and properly address any archaeological needs prior to groundbreaking.
  • Collaborate in the development and implementation of construction-related goals, safety objectives, departmental policies, and project priorities; provide recommendations and carry out procedures that support efficient project execution, regulatory compliance, and the Tribe's building and safety standards.
  • Conduct safety meetings, audits, and inspections to ensure compliance, evaluate performance, identify corrective action, and implement follow-up assessments.
  • Plan, implement, and conduct preventative care, safety, and compliance training programs.
  • Plan, implement, manage, and maintain a comprehensive environmental safety and health program on premises and at project sites.
  • Develop and maintain a comprehensive Tribal Safety manual that reflects high construction safety standards tailored to Tribal sovereignty and operational needs.
  • Conduct routine and unannounced safety inspections using Tribal-developed checklists and guidelines that reflect best practices and the Tribe's commitment to protecting workers.
  • Track and maintain worker safety training records and ensure all personnel are equipped with the knowledge and tools to operate safely on Tribal construction sites.
  • Facilitate weekly safety briefings and daily job site discussions to reinforce safety awareness, teamwork, and accountability.
  • Lead or participate in incident investigations and post-incident analysis to identify root causes and implement corrective actions.
  • Train, evaluate and supervise building trade supervisors to ensure effective leadership, workforce development, and adherence to construction and safety standards.
  • Participate in team meetings and provide regular on-site project presence.
  • Maintain a written log of safety inspections activities, reports, and correspondence.
  • Respond to inquiries; provide necessary information and make referrals as needed.
  • Enforcement of proper PPE use as required.
  • Promote a proactive safety culture across construction teams through leadership, visibility and accountability.
  • Develop and manage positive internal and external partnerships to support project success.
  • Work closely with the Tribal Compliance Office to ensure contractual compliance with Tribal Policies and Ordinances.
  • Minimize the Tribe's exposure and risk on projects.
  • Perform other related duties as assigned.

MINIMUM QUALIFICATIONS

Education and Experience

  • Bachelor's degree in Project Management, Construction & Building Management, Civil Engineering or a closely related field OR a comparable combination of recent relevant experience and education.
  • 5 years of recent experience in construction project management and/or construction management.
  • 5 years of experience managing multiple trades on construction projects.
  • Must have OSHA 30 certification or higher-level OSHA certification.
  • Must have a valid driver's license and be insurable under the Tribe's insurance policy.

PREFERRED QUALIFICATIONS

  • Knowledge of the Nisqually Indian Tribe's history, customs, traditions, and ability to demonstrate cultural sensitivity.
  • Experience working with Federally Recognized Tribes.
  • Project Management Institute (PMI) - PMP certification.
  • Experience working with TERO.

SUPERVISION

This position is responsible for the training, evaluation, and supervision of building trade supervisors.

This position reports to the Building Director.

  • Knowledge of incident investigation process and root cause analysis methods.
  • Knowledge of training requirements and safety documentation standards for construction environments.
  • Ability to enforce rules and regulations.
  • Ability to develop and monitor budgets.
  • Ability to oversee and participate in the management of construction projects.
  • Ability to recognize, analyze, and solve a variety of problems.
  • Ability to manage documents.
  • Ability to lead safety discussions, enforce safety protocols, and coach team members on proper worksite behavior.

WORKING ENVIRONMENT/CONDITIONS

The work environment and exposures described here are representative of those an employee encounters while performing the primary responsibilities of this job. Work will be conducted indoor and outdoor and may be exposed to fluctuations in temperature while in and around Nisqually Indian Tribe. You may be exposed to all types of weather to include but not limited to summer heat, winter cold, humidity, rain, snow, wind, and any other weather conditions experienced at the property. May be exposed to normal conditions related to the position i.e., noise from vehicles, machines, tools, customers, employees, dust, pollen, odors, wildlife etc.

While performing the duties of this position, the employee is frequently required to stand; walk; use hands; handle; feel; or grip objects, stretch and/or reach with hands and arms; stoop; crouch or work in cramped or awkward positions; repetitive motions; operate hand tools (may include operating heavy machinery), office machinery and motor vehicles.
