ABOUT THIS POSITION
The Street Transportation Department, Traffic Services Division ensures safe movement for vehicles, bicyclists, and pedestrians. The Traffic Services Division has a vacancy for a Traffic Signal Design Engineer (Traffic Engineer III). This position will manage and provide technical analysis, design guidance, and quality assurance for a wide range of City and non-City projects. This position may involve supervising professional and paraprofessional personnel engaged in planning, designing, collecting, and analyzing data and information related to traffic engineering projects. Under the general supervision of the Traffic Signal Design Engineering Manager (Traffic Engineering Supervisor), this position will make key decisions and recommendations regarding projects. This role requires strong competence, expertise, critical thinking, and interpersonal skills to effectively engage with stakeholders. The Traffic Signal Design Engineer may represent the City in meetings with city, county, state, and federal agencies, as well as other public entities, community groups, and professional organizations. Some of these meetings may take place after normal working hours or on weekends, requiring flexibility in scheduled work hours.
This position involves applying professional traffic engineering knowledge and skills to various engineering functions. Responsibilities include managing and providing guidance to design staff responsible for planning, designing, and constructing new and retrofitted traffic signals and intelligent transportation systems (ITS) in coordination with the Traffic Operations section of the Traffic Services Division. Other duties include planning, designing, and constructing streetlights, conducting general traffic engineering design and plan reviews, and addressing traffic engineering problems with improvement plans.
Additionally, the Traffic Signal Design Engineer will manage Development Agreements for right-of-way improvements, design and approve plans for safe traffic control and flow, respond to public concerns, and collaborate with department and division heads on related issues. They will also represent the City of Phoenix on regional committees, obtain internal approval, and manage projects of varying scope related to traffic engineering and intelligent transportation systems (ITS). This position will investigate concerns raised by multiple stakeholders and present on traffic engineering topics to interested groups.
IDEAL CANDIDATE
- Advanced technical skills in electrical planning, design, and construction of traffic signals, streetlights, and light rail systems.
- Knowledge of multi-modal transportation planning, policy, and engineering.
- Ability to effectively lead and manage multi-disciplinary teams, ensuring cohesive collaboration and successful project completion.
- Strong written and verbal communication skills include the ability to prepare and deliver effective reports and presentations.
- Excellent interpersonal skills with the ability to build rapport and work collaboratively with diverse groups, including the public, outside agencies, and internal departments.
- Knowledge and understanding of best practices in transportation design, including those found in the Manual on Uniform Traffic Control Devices (MUTCD), National Association of City Transportation Officials (NACTO) guides, and other relevant publications.
- Proficient in the principles and methods of effective employee supervision, encompassing planning, assigning tasks, providing feedback and evaluation, addressing performance issues, and training employees on established procedures.
SALARY
Pay Range: $93,121 to $137,592 annually
Hiring Range: $93,121 to $124,800 annually

MINIMUM QUALIFICATIONS
- Three years of experience in the field of traffic engineering.
- One year at a senior traffic engineering level.
- Bachelor's degree in engineering, including courses in traffic engineering or transportation engineering, or a directly related field; Master's degree preferred.
- Other combinations of experience and education which meet the minimum requirements may be substituted.
- Must be registered in the State of Arizona as a Professional Engineer within 12 months of hire; current certification as a Professional Traffic Operations Engineer preferred.
- All finalists for positions are subject to a criminal background check applicable to the department or position.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Certification as a Professional Traffic Operations Engineer (PTOE).
Experience with/in:
- Maintaining a professional demeanor and possessing soft skills to collaborate effectively with internal and external customers.
- Applying MUTCD, NACTO, and other industry standard traffic engineering practices.
- Basic principles and practices of budget development, administration, and accountability.
- Coordinating and delivering technical presentations to agencies, the City Council, boards, commissions, and the general public.
- Evaluating technical information.
- Developing and managing budgets.
- Supervising a multi-disciplinary team.
- Preparing reports and presentations.
