This position is located at the District 2 headquarters in Bemidji, MN. The incumbent may have the flexibility to work in the office or a hybrid schedule. The incumbent will be required to report onsite at least 50% of the time and spend time working in the field across the district regularly. The incumbent will be required to make a telework arrangement with their supervisor.

This position will act as the District Right of Way Supervisor in directing the activities, personnel, consultants, and equipment of the Right of Way Section of the Land Management Office in District 2. Duties include supervising and leading staff to ensure they are qualified and motivated to do the work, providing the necessary support and resources needed so the unit maintains operational effectiveness and efficiency. Supervisor will manage the District Right of Way program, evaluate current resources with the section and determine the need and use of MnDOTs Real Estate Shared Services and outside consultants, and provide right of way and real estate services to other government agencies.

**Minimum Qualifications**

Three years of advanced professional real estate experience that demonstrates the following:

+ Experience applying state and federal real estate laws, regulations, and programs sufficient to have knowledge in relocation, appraisal, direct purchase, property management and eminent domain processes, procedures and legal requirements.

+ Experience providing work direction and/or guidance to other staff on complex laws, statutes, MnDOT policies and procedures.

+ Knowledge of municipal and county zoning regulations and ordinances.

+ Knowledge and understanding of the current real estate market and financial conditions.

**Required License**

+ Valid Minnesota Class D Drivers license

**Preferred Qualifications**

+ Possession of a Real Estate License

+ Knowledge of the Federal Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 and its amendments

+ Possession of a Minnesota Certified General or Residential Real Property Appraisal License

+ Notary Public License in state of Minnesota

+ Experience working with REALMS and Pacer
