Summary
Project Director (PD) position has single point accountability, and/or is a position of leadership, senior management direction and oversight. PD position is responsible for the management, or the oversight/direction of managing, all phases of project/program planning and execution to ensure project success factors are met. These include but are not limited to scope, schedule, cost, quality, environmental, safety, communications, security, and integration. Additionally, this position is highly involved in funding management and budgeting for the project/program under their responsibility. This position may have direct reports consisting of Project Managers and Project Controls and/or other resources such as construction management, engineering, administrative support staff and contingent workers.
These projects typically involve high scope complexity.
The PD position is accountable for a portfolio of assigned projects with High levels of risk that involve team members who are sourced from multiple organizations, rely on multiple interdependent vendors, and stakeholders that include Senior Management, External Agencies, and likely the Board of Directors (among others).
PDs serve as unifying agents providing leadership, management, decision making, direction, guidance, coordination, and control of overall projects in accordance with the established policies, procedures, systems, and requirements of the Company.
This position is a senior leadership/executive level position; minimum qualifications and proven behaviors must be met to be placed within this position. Progression to this level is very restricted based on business unit needs to manage the portfolio.
Responsibilities
Create / Staff / Lead Project Organization. Provide leadership, oversight management, delegation, and coordination to the various internal and external organizations that are providing services to the project (development, engineering, project controls, estimating, construction management, supply chain, legal, risk, EHS, QA/QC, operations, communications, regulatory, security, fuels, transmission, etc.). This position manages all matrixed members of the team on a daily basis and is responsible for staffing project teams appropriately, managing the performance of team members, and the redeployment of team members at project closure.
Establish and maintain communications among all project/programs stakeholders . Structure, lead, and/or assist in leading all project related meetings and reports required to ensure open communication between all team members, key stakeholders, and management (monthly project reviews, kickoff meetings, weekly reports, monthly reports, etc.) and to properly report project status. Assure that Project Plan, all appropriate reports and reporting means are developed and managed according to Corporate Standards. Present reports to appropriate management / governance team skillfully.
Assure Excellence in Project Planning. Drive and oversee the process of project planning according to Corporate Standards and Policies. This includes project / program planning activities like funding justification and authorization, program / project (s) scope definition, integrating team from functional roles, establishing appropriate team monitoring and controlling behaviors, etc.
Assure Excellence in Project Execution. Includes objectives, stakeholders, scope, roles and responsibilities, assumptions and constraints, deliverables, WBS, schedule, external communication, regulatory strategy, procurement strategy, contractor and supplier strategy, resource plan, budget, lessons learned, risk plan, quality plan, safety plan, environmental plan, security plan, integration plan, data management plan, communications and reporting plan, change management, and project close out.
Excellent Leadership, Development, Mentoring of PMs and PCs Roles. Provide coaching, direction, mentoring and leadership to career path staff / team members. Share tools, learnings, expertise in manner consistent with corporate leadership and Project Management Center of Excellence.
Expert Presentation / Interpersonal Skills. Ability to create, develop and deliver project / business case presentations to Senior Management / project sponsors. As well, this role must have excellent interpersonal skills in or to manage and direct teams and to be able to interface with other management, outside agencies and potentially, board of directors.
Basic / Required Qualifications
Bachelors Degree and 9 Years of project management work-related experience or High School Diploma/ GED and 13 years of project management work-related experience
Desired Qualifications
Strong Expertise in Project Management with generation facilities project experience, Decision Making, Critical Thinking, and Problem Solving; Project related work experience; Risk Management; Employee Management/Development
Leadership and Oversight
Project Management Center of Excellence recommends PMP within 24 months of placement
Utility Experience; Construction Management knowledge; Expertise in project related Scheduling, Cost Controls, Quality, Risk; Knowledge of Environmental, Health & Safety measures/controls
