GENERAL PURPOSE

The Wastewater Treatment Operations Supervisor is responsible for overseeing the day-to-day operations, process control, and compliance of a 2.4 MGD activated sludge wastewater treatment plant utilizing an oxidation ditch configuration with tertiary treatment. This position provides leadership and direction to operations staff and is responsible for ensuring the proper functioning of the treatment plant and the associated wastewater collection system, which includes approximately 125 miles of sewer pipe and 7 lift stations. The Supervisor will manage on-call and weekend rotations and is required to be accessible by phone 24/7 to respond to operational emergencies.

Performs a variety of project management and field supervisory duties related to planning, organizing, directing and coordinating the construction and maintenance of the City's wastewater collection infrastructure and equipment. Manages the day-to-day operations of wastewater treatment and processing.

ESSENTIAL FUNCTIONS

Plant Operations & Process Control:

  • Monitor and optimize treatment processes including biological nutrient removal, oxidation ditch operation, secondary clarification, tertiary filtration, and disinfection.
  • Will need to be able to operate a plant upgrade that will include 6 MGD MBR plant that is scalable to 12 MGD.
  • Analyze SCADA system trends and data for operational efficiency; make data-driven adjustments to aeration, sludge wasting, return rates, and chemical dosing.
  • Oversee daily sampling, lab analysis, and process control testing to ensure compliance with all discharge permits and environmental regulations.

Supervision & Staff Oversight:

  • Supervise a team of operators and maintenance staff, providing training, scheduling, performance evaluations, and technical guidance.
  • Develop and manage staff rotation schedules for on-call and weekend operations to ensure continuous coverage.
  • Lead safety meetings and ensure adherence to safety procedures, PPE use, confined space entry, and lockout/tagout protocols.
  • Make recommendations related to budgetary needs and forecasts; assesses the condition of equipment and recommends replacement schedules; submits justification for needed equipment, materials and supplies; monitors expenditures to ensure compliance with approved budgets.
  • Participates in the hiring process; reviews applications and makes applicant quality assessments; conducts interviews or sits as a member of a selection panel; makes hiring recommendations; manages crews; evaluates performance and makes recommendations affecting job retention, advancement, discipline and termination.
  • Recommends and assists in the determination and implementation of goals and objectives; reviews work orders; establishes schedules, prepares work assignments and informs leads and crews of project details; provides guidance and instruction on methods of installing new extensions and renovating existing systems.
  • Acts as a Direct Responsible Charge Operator (DRC) for treatment plant and collections system; provides field supervision to work crews, makes task assignments, and specifies work procedures; evaluates work in progress and completed, determines conformity to established standards; assists in training laborers; conducts on-the-job training by demonstrating equipment, tools, and materials.
  • Supervise the daily operation and maintenance of the city wastewater treatment facility; oversee maintenance on buildings, yard, back-up generator, blowers and chlorine disinfection equipment; ensures proper application of effluent water and operation of rapid infiltration basin; ensures proper operation of various pumps, motors, any new equipment, and processes.
  • Monitors and performs ongoing preventative maintenance, including greasing, adjusting belts and pulleys, changing out pumps and motors and unclogging pumps; operates machinery to ensure readiness and effectiveness of service, including skid steers, backhoes, trackhoes, loaders, tractors, crane trucks, jet/vac trucks, forklifts, trash pumps, weed whips, and a variety of hand tools as needed to keep the wastewater treatment facility and the discharge of effluent product running in an efficient manner.
  • Collect daily and monthly lab samples from various phases of the treatment process as required by the Division of Water Quality (DWQ) and for process control; gathers "grab" samples and from a composite sampler; creates "chain of custody" reports and delivers samples to analytical laboratories; tracks analytical results related to amount of solids and bacteria content; utilizes lab results to adjust process rates for activated sludge (RAS) and waste activated sludge (WAS); generates monthly discharge monitoring reports (DMR) from wastewater lab results and distributes to DWQ review and analysis.
  • Performs daily and weekly tests to verify proper operation and control of the wastewater treatment systems; evaluates concentrations of solids and bacteria for "flocking" and settling in the treatment process; determines additional influence of results and effect upon return activated sludge (RAS) and waste activated sludge (WAS) rates; adjusts rates as needed to prevent disruption of "bug" colonies.

Collection System Oversight:

  • Coordinate preventive maintenance, emergency repairs, and system flushing or televising programs.
  • Provide guidance on pump station operations, level control, and alarm response.
  • Oversee the daily operation and maintenance of the city wastewater collection system, including lift stations, manholes, yard, backup generators, and various pumps and motors; oversees and performs ongoing preventative maintenance, including, greasing, changing oil on pumps, adjusting belts and pulleys, changing out pumps and motors, unclogging pumps, etc. as needed to ensure efficient and effective delivery of raw sewage to treatment facilities.
  • Oversees the daily operation and maintenance of the city wastewater collection system, including lift stations, manholes, yard, backup generators, and various pumps and motors; oversees and performs ongoing preventative maintenance, including, greasing, changing oil on pumps, adjusting belts and pulleys, changing out pumps and motors, unclogging pumps, etc. as needed to ensure efficient and effective delivery of raw sewage to treatment facilities
  • Performs collection system inspections; documents and maps collection system, lifting sewer lids, records pipe size, direction of flow and congestion status, determines need for cleaning or other maintenance; numbers the manhole; coordinates various inspection efforts with Timpanogos Special Service District (TSSD); prepares and files inspection and cleaning reports.

Regulatory Compliance & Reporting:

  • Ensure compliance with state and federal discharge permits (e.g., NPDES) and prepare monthly/quarterly regulatory and non-compliant reports. This will include all required notifications.
  • Serve as the point of contact during regulatory inspections, audits, and sample events.
  • Maintain detailed operational records, logs, and documentation in accordance with local, state, and federal requirements.
  • Assist will State and Federal reports.

Asset & Emergency Management:

  • Coordinate with Assistant Public Works Director, Wastewater Manager and maintenance staff on plant upgrades, SCADA improvements, and equipment replacements.
  • Assist with the development and implementation of emergency response plans and standard operating procedures (SOPs).
  • Remain available 24 hours a day via phone to respond to urgent issues, equipment failures, or environmental alarms.

Operations:

  • Generate purchase order requests for equipment and supplies, solicits bids, orders supplies upon approval and inventories supplies for the sewer systems; tracks expenditures to monitor budget status and account balances.
  • Supervise and performs of confined space entry to access collection system lines; performs maintenance and cleaning as needed while supported by specialized safety equipment; ensures proper set up and application of safety equipment, including davit arm hoist, tripod and with self-retracting lifeline (SRL); calibrates, setup, and operate gas detectors for confined space entry; prepares confined space entry permit as required; assesses overhead, atmosphere and tripping hazards; ensures effective use of support harness and related equipment.
  • Responds to sewer emergencies; oversees and performs emergency repair services dealing with breaks, backups and other issues; organizes and utilizes necessary resources, including staff and equipment; such as combo jet/vac trucks, CCTV Inspection equipment, crane trucks and trash pumps as needed; coordinates with TSSD if additional resources and help are needed.

Other Duties as Assigned:

All other duties that the Assistant Public Works Director and Wastewater Manager deems fit to helping the growth of Eagle Mountain City or other departments as necessary. Serves as a member of utilities maintenance crew as needed; may assist with water, street, or stormdrain.

MINIMUM QUALIFICATIONS:

  1. Education and Experience:
  2. Graduation from high school or equivalent.

AND

  1. Six (6) years of experience performing the above or closely related duties; two (2) )years of which must have included daily direct responsible charge (DRC).

OR

  1. An equivalent combination of education and experience.
  2. Knowledge, Skills, and Abilities:

Considerable knowledge of principles of supervision; construction requirements for wastewater collection systems and treatment facilities; hazards and precautions associated with trench work and sewer line construction and maintenance; state or federal regulations governing installation and maintenance of sewer collection systems; water quality laws; water sampling methods and regulations; budget preparation and fiscal management; interpersonal communication skills; city wastewater operations system network, lines and manhole locations; basic hand and power tools required to install and maintain pipe line; traffic control and diversion; typical wastewater line problems. Working knowledge of tools and equipment required to lay and repair wastewater lines; care of required tools and equipment; city policies and procedures; laws, ordinances and regulations governing wastewater purification and discharge; general laboratory processes and procedures; use of respirators; OSHA safety standards; computer and various applications including GIS software, spreadsheet, database, word processing, etc. Knowledge of basic bacteriology.

Skill in the operation of heavy mechanized equipment as required by the position, i.e., skid steers, backhoes, trackhoes, loaders, tractors, crane trucks, jet/vac trucks, forklifts, trash pumps, weed whips, etc.

Ability to adapt to emergency or unusual situations; tolerate weather extremes in the work place; communicate effectively, verbally with a positive attitude and in writing; plan and organize work of subordinate personnel; evaluate employee performance and make related decisions; enforce policies, procedures, regulations, and standards without partiality; perform strenuous manual labor; develop working relationships with supervisors, co-workers and the public. Ability to lift 100 lbs.

  1. Special Qualifications:

Must be a certified Wastewater Collection Operator and Treatment Plant Operator IV.

Must possess a class "A" commercial driver's license (CDL).

Must work on a twenty-four (24) hour stand-by or on call. (Rotating with all other operators for seven (7) days at a time.)

Must be a certified flagger.

Must be confined space certified. Must be forklift certified.

Must know basic functions of Microsoft Excel, Microsoft Word, OpenGov, and other wastewater specific software.

Employees in this position normally work in an outdoor environment, subject to changing and seasonal weather extremes. Frequently, tasks require a variety of physical activities, generally involving muscular strain, related to walking, standing, stooping, sitting, reaching, and lifting; daily potential for hazardous exposure to electrical shock, industrial wastes and raw sewage (containing pathogens such as typhoid, paratyphoid, dysentery, polio, tetanus, etc.); daily exposure to moving parts and equipment such as pumps, motors, heavy equipment, etc.; daily or regular exposure to traffic hazards working in the public right-of-way; daily or regular exposure to hazards associated with confined space operations.
