B&G provides service to over 42 agencies, maintains, operates and preserves the 486-acre state Capitol Campus in Olympia, including more than 28 buildings, 18 public monuments, four state parks and a 260-acre lake. B&G executes these responsibilities through the following service programs: Facilities Operations, Grounds Operations, Leadership and Admin, Maintenance & Repairs , Support Serv ices (Custodial ).
About this position
The HVAC Shop Supervisor is a working supervisory position that will be responsible for managing the daily maintenance, repair, tenant reimbursable request and operations of the heating, ventilation and air conditioning (HVAC), and HVAC Controls. This position ensures that all service orders, preventative maintenance, and tenant alternation work is scheduled and completed in accordance with established Department of Enterprise Services Buildings & Grounds (B&G) Division standards. You will also ensure that the HVAC and HVAC Controls work performed by B&G staff is in accordance with all laws, regulations, and federal, state, and local code requirements.
The incumbent independently functions as a fully qualified journeyman to perform operations, maintenance, alterations and repairs of HVAC and HVAC Controls systems. You will be responsible to plan, coordinate and implement the shutdowns (if required) to support these events. Your team will consist of HVAC Technicians, Telemetry Support Specialist, Shop Supervisors, Property Managers, Quality Assurance Manager, Scheduler, and Tenant Agency Facility Coordinators to accomplish these tasks. This position is responsible for ensuring that all work accomplished by assigned staff is performed in a safe, neat, and workman like manner, ensuring work meets all state and local codes, and that the proper permits are obtained for all tenant alteration projects. This position is the first and primary point of contact for the day-to-day maintenance and operations of the HVAC Controls. The incumbent may delegate work and assign work to staff verbally, in writing, or via the B&G Computerized Maintenance Management System.
This supervisory position will manage 10 direct reports:
5 FT | Stationary Engineer 3 (HVAC Techs)
3 FT | Telemetry Systems Specialist
1 FT | Maintenance Mechanic 3
1 FT | Maintenance Mechanic 2
This position is recognized as Continuity of Operations Plans (COOP) Designation for Disaster or Emergency Recovery. This means that the HVAC Shop Supervisor is required to support any emergencies that affect DES owned properties. Read more in the Supplemental section.
This position works primarily indoors with some work performed outdoors often in adverse conditions

Some of what you will be doing:
Manage the day-to-day operations of the HVAC and HVAC Controls
- Shop Supervises skilled HVAC Technicians, Telemetry Support Specialists in performance of HVAC and HVAC Controls systems repair, plumbing, maintenance and tenant alteration work in DES owned assets
- Performs daily work scheduling of all preventative maintenance, service order and tenant alteration work using the tools approved by B&G
- Communicates performance goals to the team
- Ensures that staff follow B&G guiding principles to include communicating before, during and after work
- Ensures work completed is in accordance with approved DES B&G standards and metrics
- Coordinates with Shop Supervisors, Program Managers, Property Managers, Quality Assurance Manager, Scheduler and Tenant Facility Coordinators to accomplish tasks
- Monitors shop budget, work orders and purchases to ensure that expenditures are documented correctly and do not exceed budgeted expense
- Aligns work to meet budgeted revenues
- Initiates corrective action plans for budget control when necessary
- Completes daily standard leader tasks to include:
- Ensures staff follows approved maintenance and repair procedures, utilizing DES approved design guide and historical standards.
- Resolves complex problems; Reads and interprets plans and blueprints; inspects maintenance and installation projects to ensure compliance with Federal, State and Local codes.
- Promptly determines scopes of work, materials needed, and their cost and availability, Schedules and coordinates dates for arrival of personnel, supplies and equipment.
- Orders materials and maintains inventories of required materials to support shop operations.
- Assists in preparing departmental budgets, keeps shop records and writes reports and standard operation procedures when required.
- Enforces safety rules and maintains control of shop activities according to established DES and B&G procedures.
- Provide daily interface with assigned staff conducting daily leader standard work to include huddles, timecard and material order review, KPI review and analysis to coach staff where needed
- Review and consult with employees on Civil Service rules, collective bargaining agreements, morale, and DES mission, vision, values and goals as expressed by its Strategic Clarity and Enterprise Planning documents
- Provide availability and an environment that encourages the facilitation of employee grievances and/or conflict processes to resolve at the lowest level possible
- Enforce all program procedures and responsibilities. Support and enforce all DES HR policies, and procedures
- Maintain a fair, just and consistent approach with decisions involving employee discipline, disputes, and resolution
- Ensures that assigned employee timekeeping is accurate and that employees complete time entry on a daily basis
- Completes annual performance evaluations and sets expectations for assigned personnel prior to the evaluation due date
- High school diploma or GED
- Seven (7) years of construction experience, including three (3) years at a level equivalent to construction superintendent.
- College studies in engineering or architecture may be substituted, year for year, for non-supervisory experience
OR - Journey level standing as a refrigeration mechanic, steamfitter, or HVAC Technician
AND - Four (4) years of general work experience in building and equipment maintenance, construction or repair work; experience must include working in a medium to large complex, campus, or institution that includes two or more multi storied buildings

- Must have a valid driver's license free of serious traffic violation
- Current EPA universal refrigerant handling certification
- Current EL-06A License
- Bachelors degree from an accredited college in one of the following disciplines: facilities management, business administration, management, or related field
- Demonstrated experience developing and overseeing facility projects
- Ability to develop project scope, estimate, coordinate and manage minor construction projects
- Perform trades-related mathematical calculations
- Clearly and effectively communicate with individuals and groups in performance of your duties
- Knowledge of current structural codes and structural safety precautions
- Ability to work from blueprints, plans and sketches; estimate labor and materials required to accomplish the work
- Ability to perform skilled HVAC and HVAC controls work
- Knowledge of standard practices, methods, materials, tools, and equipment used in the HVAC and HVAC controls trade
