Job Summary

The Transportation Department is looking for a motivated individual with experience in civil/utility construction and management of traffic on major construction projects to join our Right-of-Way Management Inspection team.

The Senior Transportation Construction Inspector oversees and inspects permitted work in the City's rights-of-way including new development, franchise and non-city utilities' and regional and other governmental agencies' work to ensure conformance to codes, policies, regulations, and standards. The duties and responsibilities assigned ensure that all phases of work performed ensure safety for all users of the transportation systems, including motorists, bicycles and pedestrians, and the maintenance of non-city utilities systems complies with applicable agreements, policies, regulations, and standards.

A candidate will need to demonstrate excellent skills in coordination, collaboration and communication with other internal departments and external customers including all aspects of providing exceptional public service.

This position is part of the Transportation Department as well as the Development Service Department, providing services to public and private entities. The successful candidate will become part of a close-knit team of professional inspectors, engineers, and permit review staff.

Essential Duties and Responsibilities

  • Inspect construction and restoration of the transportation infrastructure in the public right of way to assure compliance with city, state, and federal standards and minimize traffic impacts within the rights of way. This includes private development projects, commercial development to single family homes and driveways, franchise and non-city utility projects, and external governmental agencies' work.
  • Perform inspections daily, reviewing and documenting the progress of work and compliance to standard in the city's electronic permitting system.
  • Observe, provide guidance, and direct mitigation of any immediate safety issues presenting to vehicular traffic, bicycle, and pedestrians.
  • Provide guidance and recommendations in the resolution of site conflicts, including necessary design modifications required by the engineer of record and other conflicts arising from unanticipated or unknown conditions.
  • Inspect, direct, and approve activities for proper use and placement of temporary traffic control devices to assure compliance with Manual on Uniform Traffic Control Devices and the approved plans.
  • Inspect and document activities violating the City's Right of Way Use Code and other appliable city codes, policies and adopted standards.
  • Communicate professionally and effectively with contractors, developers, property owners, businesses, city staff, and public regarding assigned projects.
  • Use a computer with a variety of software to maintain daily inspection reports, time keeping, data, and project related emails by completing daily reports on projects assigned in various databases and software applications.
  • Perform duties assigned by Transportation Emergency Management during major catastrophic events from response through recovery.
  • Perform escorts for oversized and/or overweight loads and equipment when required.
  • Work hours (via schedule shift and/or overtime) may be required to address inspection requirements and special events beyond normal work hours.

Supervision Received and Exercised:

  • Reports directly to the Right of Way Inspection Supervisor and indirectly to the Right of Way Manager.
  • Collaborates with the rest of the ROW Inspection Team.
  • No explicit supervisory responsibilities.

Qualifications

Knowledge, Skills, and Abilities:

  • Extensive experience in both major private commercial development construction and public works project construction.
  • Significant knowledge of construction means and methods, materials, and contractor practices in the following areas: structural walls, reinforced concrete, cement and asphalt concrete and flatwork, storm, sewer, water, earthwork, landscaping, irrigation, construction scheduling and work sequencing, signalization, illumination, and channelization.
  • Knowledge of safety protocols and procedures, temporary traffic control, and the ability to obtain a certification as a Traffic Control Supervisor.
  • Demonstrated analytical and detail-oriented skills through providing guidance and performing inspections.
  • Excellent verbal and written communication skills.
  • Ability to make and defend judgment exercised in making informed decisions and to know when to request assistance from others.
  • Ability to work in adverse weather conditions.
  • Ability to work overtime with minimal advance notice or when scheduled for nights, weekends, or special events.
  • Knowledge, skill and the ability to de-escalate situations, evoke problem solving, and resolve construction conflicts in the field.

Education, Experience, and Other Requirements

  • Graduation from an accredited two-year college or university or an equivalent combination of experience and education.
  • Five or more years in transportation roadway system infrastructure and/or utility system construction or equivalent inspection experience.

OTHER:

  • Current Washington State Driver's license or ability to obtain one.
  • A Traffic Control Supervisor (TCS) certification is preferred.
  • American Public Works Association or Washington State Department of Transportation Inspector Certification is preferred.
  • Erosion and Sediment Control lead Certificate is preferred.

Physical Demands:

  • The employee will be required to work in outside weather conditions, in wet and/or humid conditions, in high precarious places, near moving mechanical equipment and traffic, near fumes, airborne particles, and/or toxic or caustic hazardous chemical, or near risk of electrical shock and/or vibration. Employees must understand and use appropriate PPE as needed and comply with all safety protocols and measures.
  • The employee will spend most of the workday in the field performing inspections, driving to inspections, or working from the inspection vehicle/mobile office looking at permit plans and documents, performing record keeping, responding to emails, or attending virtual meetings.
  • The physical demands and predominant outside work environment described are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work may routinely require the employee to climb, balance, bend, stoop, kneel, crouch, and/or crawl.
  • The noise level in the work environment is usually moderately quiet while in the office or occasionally loud when in the field.

Paydays - The City of Bellevue pays employees on the 8th and the 23rd of each month (24 pay periods per year).
