Construction Manager (Water & Sewer)

This is a managerial and supervisory position responsible for installing, maintaining and repairing sanitary sewer lines, performing road maintenance and construction, and maintaining and repairing water lines in the City of East Point.
  • Responsible for the effective, efficient operation of the assigned functions; supervises and assists in the inspection of public works projects;
  • Inspects construction sites for code violations and/or to ensure construction is proceeding in accordance with specification standards and plan documents;
  • Meets with owner, contractors, or developers and informs them of violations or possible improvements; requires that corrective action be taken on structures, roadways, use or storage of materials, site characteristics and construction methods to meet regulations;
  • Oversees contractors hired by the water & sewer Department/Construction Division;
  • Keeps notes on and draws sketches of actual construction practices; writes letters directing compliance on specific issues; reviews and approves plans for new sidewalks and street construction with the assistance of supervisors;
  • Performs related testing or field calculations as required; prioritizes and schedules inspection work assignments;
  • Supervises all crew foreman; evaluates staff and makes recommendations to hire, discipline and terminate personnel; assists labor crews as needed;
  • Makes recommendations to the water & sewer Superintendant on budget needs; assigns work orders;
  • Responsible for department wide crew safety training and programs;
  • Ensures jobs are done correctly and safely;
  • Requests equipment and supplies; maintains inventory;
  • Prepares time sheets for payroll;
  • Plans, manages and supervises the activities of water, sewer and meter services divisions of Public Works; this includes assigning and reviewing projects, developing and implementing work schedules, operating policies and procedures; planning and directing the sections short and long-term goals and objectives; providing assistance, evaluating performance, administering discipline and making hiring, termination and pay change recommendations;
  • Develops monitors the budget for the water, sewer and meter services divisions; makes recommendations to the Public Works Director;
  • Manages daily operations of the division: oversees workflow of the water, sewer and meter services divisions and ensures goals and objectives are achieved; develops proposals for designs and construction; analyzes operations/activities and makes operational changes; inspects work sites and consults with internal and external parties involved in projects; works with developers/contractors to bring work into compliance with standards; responds to calls regarding problems and requests for related information;
  • Oversees Capital Improvement Program (CIP) Projects headed by engineering consultants; performs final inspections; approves and signs invoices;
  • Inspects and checks operational activities to ensure compliance with all Federal (EPA/COE), State (EPD/DCA/Env. Health) and local jurisdiction regulatory requirements; establishes and communicates divisional policies to ensure health, safety and welfare of city employees and the general public; meets with project consultants to assist with and review design concepts, construction plans and specifications; coordinates the work within the divisions, with other city departments and with other cities, counties and/or state agencies affected;
  • Attends various city meetings; discusses, outlines and presents issues and project plans related to the water, sewer and meter services divisions; serves on various city committees;
  • Manages preventative maintenance program to minimize repair and replacement of machinery, equipment, and infrastructure;
  • Manages and participates in other special programs as assigned;
  • Performs other duties as necessary.

Bachelors degree required; five (5) years of construction experience, with at least four (4) years in a supervisory position; Water Distribution Operator certification required; valid State of Georgia CDL(Class A); equivalent combination of education and experience.

Knowledge Required by the Position:
  • Practical knowledge and skill in supervising and managing labor crews;
  • Practical knowledge of the operations of Water Construction;
  • Basic knowledge of procurement procedures;
  • Basic knowledge of payroll procedures;
  • Knowledge Required by the Position;
  • Knowledge of principles of employee supervision and personnel management including training, developing, mentoring, and disciplining of personnel;
  • Knowledge of principles and practices of civil engineering as they relate to the design, development and operation of departmental systems;
  • Knowledge of the operation of a distribution/collection system;
  • Knowledge of equipment used in area of specialty
  • Knowledge of the installation and maintenance of distribution/collection mains, pumps, stations. Pressure reducing valves and storage tanks;
  • Knowledge of water quality procedures as they apply to the installation and maintenance operations.

  • Skill in operating all heavy equipment;
  • Skill in analyzing and evaluating a problem to determine a solution;
  • Ability to generate a variety of reports;

  • Ability to work in adverse weather conditions and on hazardous construction sites;
  • Ability to make controversial field decisions independently and to request assistance from other staff as necessary;
  • Ability to develop rapport with a wide variety of people and to elicit cooperation;
  • Ability to be assertive as the situation demands, to deal with angry or upset people and to resolve disputes;
  • Ability to accurately complete engineering calculations;
  • Ability to meet rigid deadlines and organize daily inspection schedules;
  • Ability to read plans and specifications and evaluate their consistency with actual construction;
  • Ability to coordinate the work of others.
Supervisory Controls: This position is under the direct supervision of the Water & Sewer Superintendent.
Guidelines: Guidelines include City codes and ordinances and are clear and specific.

Complexity: This is a supervisory position that is responsible for water, sewer, and infrastructure within the City.

Scope and Effect: This position improves City service infrastructure for both residents and visitors.

Personal Contacts: Contacts are with the general public, vendors and co-workers.

Purpose of Contacts: Contacts are accessed to give or exchange information, resolve problems and negotiate or settle matters.

Physical Demands: Work is physically demanding and is conducted outside. It requires bending, lifting, stooping, dexterity, mobility and the ability to lift objects weighing up to 100 pounds.

Work Environment: Work is typically performed outdoors and may be exposed to extreme weather conditions.

Supervisory and Management Responsibility: This position supervises the following foremen positions: Water & Sewer Construction, Sanitary Sewer Troubleshooter, Sewer Construction, Water, and Water & Sewer.
