The City of Saint Charles Human Resources Department is currently recruiting for the position of Facilities Superintendent. This position is responsible for planning, supervising, and managing employees and contractors involved in the maintenance and repair of City facilities and buildings. The Facilities Superintendent oversees work crews performing preventive and routine maintenance on City buildings, equipment, and systems, including plumbing, electrical, and mechanical components. Additionally, this role leads the planning and execution of capital projects for City facilities.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all- inclusive. Other duties may be required and assigned.
- Manage and lead preventative and corrective maintenance programs to ensure reliable facility operations.
- Manage building systems performance through automated platforms, including HVAC, fire/life safety systems, elevators, UPS, and generators.
- Lead the development and management of operating budgets and capital improvement plans.
- Manage the establishment of division policies, goals, and operational objectives.
- Manage contractors, vendors, and facility projects; oversee labor and material estimates; direct the preparation of specifications for construction, renovations, purchases, and contracts; and manage quality and compliance inspections.
- Manage the preparation and delivery of operational and special reports.
- Lead responses to inquiries, concerns, and complaints from internal and external stakeholders.
- Serve as the primary liaison between the facilities division, other departments, contractors, vendors, and the public.
- Manage cross-departmental support and provide leadership for interdepartmental collaboration as needed.
- Manage facility security operations to safeguard personnel, assets, and property.
- Lead cost control efforts and manage the implementation of operational efficiency initiatives.
Supervisory Responsibility
- Leads and manages Facility division Employees; sets expectations and goals for employees and works to ensure employees are successful.
- Responsible for training needs, tracking performance, coaching and motivating team.
Minimum Training and Experience Required to Perform Essential Job Functions
- Bachelor's Degree in Facilities Management or related field.
- Six years facilities management experience with three years supervisory experience or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
- Experience may be substituted for education. FMP or CFM preferred.

- Ability to comprehend, analyze and interpret complex drawings, contracts and documents.
- Ability to write reports, manuals, procedures, professional memorandums or information papers in a clear concise manner.

- Excellent problem solving and conflict resolution capability.
Other Skills and/or Abilities
- Proficiency with Microsoft Office Suite.
- Ability to coordinate and organize various work activities.
- Ability to analyze and understand facility related equipment.
Physical Requirements
- Ability to coordinate eyes, hands, feet and limbs in performing skilled movements such as heavy equipment use.
- Ability to climb ladders and access restricted spaces for the purposes of inspection and identification of repairs/maintenance.
- Ability to exert mildly heavy physical effort in moderate to heavy work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, lifting, carrying, pushing, and pulling up to 100 pounds.
- Ability to recognize and identify degrees of similarities or differences between characteristics of colors, forms, sounds, odors and textures associated with job-related objects, materials and tasks.
Environment Adaptability
- Ability to work under moderately safe and comfortable conditions where exposure to construction site environmental factors such as temperature variations and extremes, odors, toxic agents, noise, machinery, traffic hazards, wetness and/or dust, may cause some discomfort and where there is a risk of injury.
