PURPOSE OF POSITION: This position is responsible for overseeing asset management and ensuring the reliability of GRDA's substations and substation HVAC systems. The role includes supervisory and support responsibilities within the Transmission and Distribution Operations Division, as assigned by the Vice President of T&D Operations.
ESSENTIAL JOB FUNCTIONS:
Oversee the maintenance and testing of all GRDA substations, including control room and repeater HVAC systems, ensuring asset integrity, and optimizing the availability and performance of critical substation equipment.
Provides strategic leadership and direction for GRDA's Substation Department, ensuring alignment with corporate and departmental objectives. Lead a 17-member team by effectively communicating goals, planning and coordinating daily operations, assigning training, and driving professional development and performance excellence across the department.
Develops, in conjunction with Engineering, and implements asset management programs.
Provides project oversight to ensure work is completed efficiently and in alignment with asset management objectives.
Works with other GRDA departments in acquiring needed material, tools, and equipment to perform preventative and corrective maintenance on GRDA assets and maintains records of related activities and materials in the Maximo Asset Management system.
Ensures substation and switching station reports completed as required within the Maximo.
Provides direct communication between the VP of T&D Operations and other GRDA management to Substation and HVAC Department employees.
Schedules clearances, permits, equipment and utility locates to coincide with planned and unplanned activities.
Provides assistance with analyzing substation equipment to direct repairs or replacements.
Creates specifications; prepares bid documents; evaluates bids received; prepares and presents reports and recommendations as required for purchase of materials, equipment, services, and miscellaneous items associated with the Substation Department.
Maintains records for compliance with EPA and other relative standards and requirements.
Provides oversight of Substation Department employee safety. Ensures employees' tools, training and equipment are compliant with OSHA and GRDA safety guidelines.
Works in conjunction with Engineering to verify work of outside contractors related to GRDA's substation and/or transmission line construction projects.
Completes necessary operational reports. Works with System Operations to schedule clearances, hold orders and TOA requests for electrical system disruptions. Completes and submits employee Physical access form.
Prepares, and operates within an annual budget for the Substation Department.
After-hours work will be required under system emergency or storm conditions.
EDUCATION, TRAINING, AND EXPERIENCE:
Bachelor's degree from an accredited university with coursework that will enable an understanding of the concepts, theories, and processes involved in the distribution of electrical energy plus 4 (four) years of practical experience or equivalent combination of 10 (ten) years of related education and/or experience in high voltage distribution of electrical energy.
Prefer an applicant who has experience in supervision of electric utility crews working in and around high voltage substation equipment.
SKILLS, KNOWLEDGE, & ABILITIES REQUIRED:
Functional competency with personal computers; prefer experience with Excel, Word, Power Point, Maximo Asset Management, Doble DTA, iTOA, and Web Reach.
Must be capable of learning and applying technical and computer skills required to operate testing equipment and reporting software associated with energy related services provided by GRDA.
Must be capable of methodical analysis of complex technical problems.
A minimum of 10 years of experience with lockout/tag-out procedures is required, along with demonstrated expertise in developing custom switching procedures for mobile substation installations.
Requires in-depth knowledge and practical experience with the theory, operation, and application of high-voltage transformers, circuit breakers, potential and current transformers, conductors, voltage regulators, and load tap changers.
Must possess and demonstrate strong writing and composition skills.
Must be comfortable giving verbal presentations before groups.
Must be familiar with safety practices involved in working around energized high voltage equipment within substations, distribution systems, and customer electrical systems.
JOB LOCATION:
Office area is currently at the Transmission headquarters near Pryor, Oklahoma. Specific work sites and substation locations exist throughout the northeastern quarter of Oklahoma and/or other locations, as assigned.
