POSITION OVERVIEW

The Estimator plays a critical leadership role in the preconstruction process, overseeing all estimating activities for public and private road construction projects. This position is responsible for driving bid strategy, managing market intelligence, and ensuring the accuracy and competitiveness of all proposals. The Estimator leads cross-functional coordination with sales, operations, and project management teams, while maintaining strong relationships with subcontractors, vendors, and regulatory agencies. This role also ensures the integrity of project setup and cost tracking systems, supports field execution, and continuously evaluates bid performance to enhance future outcomes. Through strategic insight and operational excellence, the Estimator directly contributes to the companys growth, profitability, and market leadership.

KEY RESPONSIBLITIES:

Market Intelligence & Sales Coordination

  • Oversee the advertising and bid notification schedule across platforms including Salesforce, Bid Express, CT Source, and Insight.
  • Maintain up-to-date awareness of competitor activity and client engagement to inform strategic bidding decisions.
  • Manage and analyze call reports and competitor backlog to support market positioning.
  • Attend sales meetings with the Commercial Sales team to align opportunities and priorities.
  • Facilitate cross-functional sales meetings with all Lines of Business (LOBs) to ensure strategic alignment.

Bidding & Proposal Management

  • Review all potential bid opportunities with senior management to determine pursuit strategy.
  • Perform detailed quantity takeoffs using tools such as eTakeoff, iPave, and 3-D earth-work takeoff platforms.
  • Solicit and evaluate proposals from subcontractors and vendors to ensure competitive pricing and compliance.
  • Identify and secure participation from certified Small Business Enterprises (SBE) and Disadvantaged Business Enterprises (DBE) to meet project requirements.
  • Conduct bid reviews with Commercial Sales and executive leadership to finalize pricing and risk assessments.
  • Benchmark bids against historical data and market indices to validate competitiveness.
  • Manage bid submissions and attend public bid openings across the state.

HCSS Heavy Bid Project Setup & Cost Management

  • Build and maintain project setups in HCSS for all awarded contracts, including:
    • VIP Paving Programs (State and Town)
    • VIP Milling Programs (State and Town)
    • Service Contracts and Cost-Plus Work
    • CTDOT Claims and Change Orders
  • Provide ongoing support to Project Managers for field execution, including traffic control, tack coordination, and multi-round paving logistics.

Project Execution & Performance Tracking

  • Monitor and report on Margin Loss Tracking (MLT), targeting a gold standard of 5% or less.
  • Collaborate with Operations and Project Managers to analyze bid-versus-build performance and identify opportunities for improvement in future estimates.

QUALIFICATIONS

Education & Experience

  • Minimum: Post-secondary diploma or degree from an accredited college or university. (Associates degree minimum required; bachelors preferred.)
  • Experience: Minimum of 3 years experience in estimating and/or project management for various types of construction projects related to DOT, Heavy & Highway, FAA, Paving or Milling; 6-10 years preferred.
  • Industry Knowledge: Familiarity with State of Connecticut specifications, heavy & highway construction, and paving is required.

  • Problem Solving: Excellent problem-solving, troubleshooting, and analytical abilities; ability to help build cohesive teams and facilitate cross-functional collaboration.
  • Customer Orientation: Strong customer service orientation and ability to act professionally, inspiring trust and confidence.
  • Computer Literacy: Strong computer skills, including expertise with Microsoft Office Suite (especially Excel and Word), HCSS, Bid2Win, Paydirt, and Primavera.
  • Self-Motivation: Ability to work with minimal supervision and adapt to change.
  • Professionalism: Display a professional and courteous attitude to co-workers, supervisors, and the general public at all times.

Other Requirements

  • Physical Requirements: Must be able to stand and walk over variable terrain; pass a pre-employment Fit for Work physical.
  • Background Checks: Must pass a pre-employment drug screen and criminal background check.
