Job Summary

The Project Coordinator provides administrative and technical support to the Public Works Services and Capital Improvement Program (CIP) teams. This role assists CIP Project Managers throughout all phases of capital project delivery, including procurement, scheduling, documentation, and coordination of public engagement efforts. The position ensures project compliance, manages project-related data, and facilitates communication among stakeholders.

Essential Job Functions and Other Important Duties

  • Create and maintain project management tools to track progress and generate reports for ongoing capital projects.
  • Coordinate project meetings and calendars; assist with the development and facilitation of public engagement meetings and supporting materials, both virtual and in-person.
  • Serve as administrator for Capital Improvement Project (CIP) management software, including project setup, file uploads, user training, document transfer for records retention, and ongoing software maintenance. Assist in developing internal processes and standard operating procedures to ensure alignment with software functionality.
  • Lead the project bidding process through contract award, ensuring compliance with local, state, and federal procurement guidelines; provide staff training on applicable procedures.
  • Organize and manage project-related documentation, ensuring that all materials are accurate, up to date, and properly filed and stored.
  • Maintain clear and consistent communication among project teams and stakeholders by distributing essential information and facilitating meetings as needed.
  • Assist with special projects by conducting research, compiling and analyzing data, and providing technical and planning support.
  • Support the development and preparation of the annual Five-Year Capital Improvement Plan.
  • Manage multiple priorities simultaneously, effectively organize tasks, and maintain accurate project records.
  • Remain accessible via personal cell phone during work hours for addressing job-related matters or emergencies, using city-approved applications for communication and response.
  • Perform other related duties as assigned.

Job Qualifications

Formal Education: Associate's Degree in Construction, Engineering, or a related field from an accredited institution.

Relatable Work Experience: At least one (1) year of experience in a paraprofessional project management role.

Training, Licenses, and Certifications: Valid Texas Class C Driver's License.

Preferred Qualifications: Two (2) years of experience in general project administration. Experience in municipal or public sector project management. Background in construction management. Proficiency in project management software. Ability to read and interpret construction plans, specifications, and technical drawings.

Disclaimer: Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Knowledge, Skills, and Abilities Needed & Environmental Factors and Other Physical Requirements

  • Knowledge of project and construction management principles and processes.
  • Knowledge of local, state, and federal procurement laws and procedures.
  • Knowledge of document control standards and CIP project lifecycle requirements.
  • Knowledge of municipal governance and capital improvement planning.
  • Skill in using Microsoft Office Suite (Excel, Word, Outlook, PowerPoint).
  • Skill in utilizing project management software (e.g., e-Builder, Procore, or similar).
  • Skill in written and verbal communication, including technical writing and stakeholder engagement.
  • Skill in coordinating meetings, maintaining accurate records, and managing project files.
  • Ability to read and comprehend construction plans, technical drawings, and specifications.
  • Ability to manage multiple priorities under deadlines with attention to detail.
  • Ability to work independently with minimal supervision.
  • Ability to develop and follow standard operating procedures.
  • Ability to maintain confidentiality and handle sensitive information professionally.
  • Ability to establish and maintain effective working relationships with staff, consultants, contractors, and the public.
  • Ability to demonstrate professionalism, diplomacy, and a high level of interpersonal skill in a fast-paced environment.
  • Subject to sitting and standing to perform essential functions in an office environment
  • Visual acuity, speech, and hearing; hand and eye coordination and manual dexterity necessary to operate office equipment
  • Regularly scheduled for 5-day, 40-hour workweek, Monday through Friday; overtime occasionally required.
  • Work is performed indoors in an office environment and indoors and outdoors at construction sites in all weather conditions; involves sitting, standing, bending, stooping, keeling, reaching overhead and walking over uneven terrain and normal construction site conditions for extended periods of time; safely climbing a ladder; and safely lifting and carrying objects up to twenty (20) pounds.
  • Frequent verbal and written communication required.
  • Effectively and safely operate City vehicle.
  • Effectively and safely operate computer and other standard office equipment.
