General Definition of Work

Hiring Range: $30.09 - $33.70 DOQ

Performs intermediate skilled technical work reviewing building plans; performing field inspections of residential and commercial structures; and enforcing building, zoning, and other Development codes in accordance with State statutes and Wright County policies and procedures. Work is performed under the limited supervision of the Building Official.

Essential Functions

  • Visually inspects new and existing commercial, industrial, and residential sites and properties as to plumbing, building, heating, venting, and air conditioning for compliance with local, State, and Federal codes, regulations, and ordinances.

  • Schedules and inspects commercial, residential new construction projects, and existing dwellings to ensure compliance with the standard, uniform codes, laws, standards; meets with architects, engineers, and designers on building code and zoning requirements.

  • Witnesses the installation and/or testing of equipment and systems to ensure proper and safe function and informs contractor of deficiencies as necessary; investigates complaints and reports of construction violations; documents observations and issues corrective orders or initiates other appropriate actions.

  • Assists the public in filling out applications for permits and reviews permit applications, building plans, and specifications to ensure compliance with codes and technical standards.

  • Reviews architectural and engineering data on plans for structural integrity, safe use of proper materials, and code compliance; notes required changes and corrections and notifies applicants.

  • Coordinates permit processing with zoning and environmental health concerns relative to building projects, such as variances issued or needed, specific lot requirements, and soil problems; responds to questions and provides information to the public regarding code compliance and other building-related issues.

  • Verifies that appropriate information has been received; issues permits and determines amount of fees.

  • Assists with preparation of reports for presentation to local, County, State officials and other departments.

  • Monitors and assists with the permit issuance process under the direction of the Building Official.

  • Assists with investigating complaints regarding zoning violations including on-site inspections and documentation.

  • Performs other duties and activities as assigned.


Minimum Qualifications & Knowledge, Skills and Abilities

Education and Experience High school diploma or GED, and one year of experience in municipal code inspection, or equivalent combination of education and experience. Associates/Technical degree is preferred. Special Requirements

Certified Building Official-Limited upon hire or the ability to obtain within one year of hire.

A valid drivers license or evidence of equivalent mobility is also required upon hire. Knowledge, Skills and Abilities

Knowledge of building construction techniques, methods, and materials; knowledge of State and Federal codes and laws such as building code, fire code, and other related codes to adequately interpret and apply to inspection of buildings; knowledge of County government work flows and processes; skill in the use of standard office equipment, including computers and software programs; skill in mathematical computations sufficient to calculate load requirements, material spans, fees, and payments; skill in organization, sufficient to coordinate scheduling and paperwork; skill in recognizing, assessing, and resolving conflict; verbal and written communication skills sufficient to effectively present information and respond to questions from a wide variety of audiences, write reports, and issue permits and documents; reading comprehension skills sufficient to read and understand manuals, codebooks, and other printed and electronic materials; interpersonal skills sufficient to exchange and/or convey information, receive work direction, and maintain effective working relationships; ability to perform inspections including using equipment, identifying deficiencies and interpreting and applying codes; ability to perform all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices; a bility to communicate courteously and professionally while maintaining positive working relationships with others when carrying out all job functions.

Physical Requirements

This work requires the frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires using hands to finger, handle or feel, frequently requires walking and speaking or hearing and occasionally requires standing, sitting, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling, lifting and repetitive motions; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to fumes or airborne particles and exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts, working in high, precarious places, exposure to toxic or caustic chemicals and exposure to the risk of electrical shock; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).
