POSITION PURPOSE/SUMMARY
The Director of Construction, Renovations, and Building Systems is responsible for overseeing all aspects of construction, renovation, and maintenance of school district facilities. This position ensures that all projects are completed efficiently, cost-effectively, and in compliance with all applicable laws and regulations.

QUALIFICATION REQUIREMENTS
The Director of Construction, Renovations, and Building Systems shall have at least five years of experience as a construction specialist. This employee shall demonstrate a general knowledge of all phases in the major areas of construction, renovations, and building systems (HVAC). Experience in K-12 educational facility management and Professional certifications (e.g., Professional Engineer, Certified Educational Facility Planner) preferred. This position will require strong leadership and team management skills, excellent verbal and written communication skills, proficiency in budget management and financial planning, the ability to read and interpret architectural and engineering drawings, and strong problem-solving and decision-making skills.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Develop, recommend, and execute plans for provision of economical school facilities commensurate with legal and educational requirements.
  2. Develop and assemble specifications and plans for “in-house” construction projects when architects/engineers are not required while ensuring compliance with district requirements are met.
  3. Develop and assemble specifications and plans for contracted services for the district such as: lawn services, trash & recycling services, HVAC maintenance services, elevator services, pest control services, etc.
  4. Work with commissioned architects in the construction of new facilities and the renovations of existing facilities to ensure compliance with district requirements and economical implementation, and implement professional procedures and results.
  5. Provide for the technical review of plans and specifications prepared by architects and engineers, and confer with the mechanical, electrical, plumbing, fire protection and civil engineers of proposed specifications.
  6. Recommend approval of preliminary plans, completed work drawings, and specifications.
  7. Review construction cost estimates.
  8. In coordination with the district’s architect, establish bidding and construction schedules, and prepare and issue contract documents and addenda.
  9. Assist in planning for new construction by participating in pre-construction planning conferences and review color schemes submitted by contracted architects.
  10. Visit all construction projects at frequent intervals, to assure that plans, specifications, codes, and regulations are being observed and followed.
  11. Review and approve for payment, bills submitted by building contractors, testing laboratories, consulting engineers, and surveying firms.
  12. Make recommendations on time extension requests, and assessment of liquidated damages.
  13. Review requests for change orders to all construction projects and verify costs/credits incurred are reasonable and present change orders to the Board of Education when required.
  14. Ensure that standards are maintained at a minimum consistent with all applicable laws.
  15. Participate in the process of site selection and acquisition and the development of architectural plans.
  16. Supervise and inspect the improvement and renovation work performed by outside contractors, and verify that the terms of all such contracts have been fulfilled before authorizing final payment.
  17. Receive and maintain insurance policies secured by contractors, and verify appropriate coverage for public liability, property damage, fire, and workmen’s compensation.
  18. Investigate reports of faulty workmanship or materials in new construction, and take appropriate action under the terms of the guarantee.
  19. Coordinate with Director of Purchasing on new construction projects that require furnishing.
  20. Investigate and evaluate new materials, techniques, and methods for providing adequate, economical educational facilities.
  21. Maintain and update all records, drawings, and descriptive materials of all school facilities, sites, and portable buildings, including district logs for painting improvements, flooring improvements, athletic field improvements, new construction project information, etc., and other relevant data.
  22. Investigate and arrange, if necessary, the remediation of any mold or air quality issues that have been reported.
  23. Maintain and update the District asbestos log books as required.
  24. Maintain liaison with governmental agencies having jurisdiction over or providing services to school buildings.
  25. Maintain necessary records and prepare periodic reports.
  26. Serve as liaison with the district HVAC providers for mechanical and energy management equipment and contracts.
  27. Oversee all HVAC systems throughout the district.
  28. Keep informed of the latest trends in construction and renovations.
  29. Coordinate with Director of Facilities and Director of Custodial Services for additional large construction projects within the existing buildings.
  30. Attend Board of Education Meetings.

ADDITIONAL DUTIES

  1. Perform other duties as assigned by the Superintendent.
  2. Participate in professional development activities.
  3. Serve on district-wide committees as needed.

SUPERVISORY DUTIES
The Director of Construction, Renovations, and Building Systems will train, evaluate, and supervise assigned staff members.

MENTAL DEMANDS
Ability to maintain highly confidential information; communicate clearly both orally and in writing, and/or ability to reason and make appropriate decisions. Solve a variety of problems in many different situations and have strong attention to detail. The Director must also have the ability to define problems, collect data, verify facts, make valid conclusions, and deal with abstract concepts.

PHYSICAL DEMANDS
The individual who holds this position is regularly required to sit, walk, hear, climb stairs, move around construction sites, present information, speak, and occasionally required to carry, lift, or move up to 50 lbs. Must be able to use hands to finger, handle, or feel objects, tools, or controls. Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. The position occasionally requires an employee to work extended hours. Travel throughout the District and to meetings both in and outside of the District is required.

WORK ENVIRONMENT
Work is performed in an office environment and at various indoor and outdoor construction sites. Exposure to weather conditions, construction noise, dust, and potentially hazardous materials. May require work outside of regular business hours to respond to emergencies or attend meetings.

TERMS OF EMPLOYMENT
Employment will be on an at-will basis for 12 months with four weeks vacation, beginning July 1, or from the time of employment for the duration of the school year with prorated vacation leave. The Director of Construction, Renovations, and Building Systems will be provided a work calendar showing the specific daily work schedule of the
employee. The work calendar may be modified by the Board of Education at any time, as needs dictate. Eight hours will generally constitute a workday. The Superintendent will establish a definite daily schedule. The yearly salary will be disbursed in twenty-four (24) equal payments.

EVALUATION
Performance of this job will be evaluated annually in accordance with the provisions of the Board’s policy of support staff personnel.
