This position serves as the Engineer Supervisor over a staff of engineers, engineering technicians, and support staff in the Lafayette Regional Office (LRO), Operations Division of the Coastal Protection and Restoration Authority (CPRA). The incumbent of this position supervises subordinate professional and sub-professional staff in carrying out the construction, operations and maintenance functions of the CPRA's overall coastal restoration and hurricane flood protection program.

Minimum Qualifications

Possession of a current Louisiana license to practice professional engineering plus one of the following:

Two years of licensed engineering experience; or

Six years of professional engineering experience.

EXPERIENCE SUBSTITUTIONS:

A master's degree in engineering will substitute for one year of professional engineering experience.

A doctorate degree in engineering will substitute for two years of professional engineering experience.

Advanced degrees will substitute for a maximum of two years of professional engineering experience.

There is no substitution for licensed engineering experience.

NOTES:

Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Duties and Other Information

Job Duties:

  • Supervises and guides staff in implementing CPRA projects, oversee construction/maintenance, manage budgets, ensure quality control, and comply with regulations, while providing training/guidance to lower-level staff
  • Assists in developing the regional office's annual budget and proactively manage performance indicators, schedules, and budgets for assigned projects
  • Establishes technical criteria for maintenance and rehabilitation of projects, reviews and approves engineering reports, resolves technical issues, and provides consultation across CPRA divisions
  • Reviews and approves project payment invoices, evaluates contractor performance, and makes independent decisions on engineering projects impacting CPRA's coastal restoration and flood protection efforts
  • Consults and coordinates with federal, state, local agencies, and private firms to ensure engineering and construction contracts meet standards and regulations, while developing and tracking project budgets and preparing regular status reports for management and federal sponsors
  • Evaluates proposals in response to technical RFPs and bid packages for contract awards, as well as task proposals from surveying/engineering firms under existing CPRA contracts
  • Supervises and evaluates damages to LRO projects from storms and natural events, coordinates with CPRA staff for FEMA funding applications, oversees staff and contractors on FEMA-funded restoration projects, and provides project updates to upper management for FEMA reports

Required Skills:

  • Extensive engineering experience (minimum 5 Years) in the following:
  • Preparing/Interpreting Construction Bid Documents
  • Preparing/Interpreting Professional Services Contracts/Scopes of work, and Cost Proposals
  • Preparing Opinions of Probable Construction Costs
  • Preparing Technical Reports and Presentations
  • Construction Administration of publicly bid projects
  • Ability to anticipate technical issues for which there may be very little precedent
  • Ability to balance economic, environmental, and social considerations of topics which may be very controversial
  • Ability to guide/mentor lower-level engineering staff in their respective duties

Preference will be given to applicants with a civil engineering background.

Appointment Type: Probational or Promotional

Compensation: The bi-weekly minimum hire rate established for this position in accordance with CPRA's Special Entrance Rate Policy is $3,316. The maximum salary for the Engineer 6 is $144,560 annually.
