Contracts Specialist - Entry or Senior

Position Summary

This position performs work related to settlement and closeout of consultant contracts, processing of purchase orders for the consultant and construction contract program, and work related to the review and processing of proposed consultant contracts for the Department of Transportation (DOT). Due to the seasonal nature of audit and consultant contracting, the duties will vary throughout the year based on transaction volumes and business deadlines. This position provides contract specialist expertise by administering and processing active consultant engineering, design, construction, and non-engineering contracts statewide. In addition, the duties include verifying the accuracy, integrity, and propriety of cost and other data in DOT programs including Municipalities, Railroads, Utilities, Planning Commissions, County Highway Departments, and Consulting Engineers.

Salary Information

The entry level position is in schedule-range (07-05) with an hourly salary of $20 - $27, and the senior level position is in schedule-range (07-04) with an hourly salary of $24 - $31, plus excellent benefits. A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications

Qualified applicants at the Entry level must have experience with all the following:

  • Working with computer programs and software such as Microsoft Word and Excel, Adobe Professional, web-based applications, etc. for entering contract information, processing requests, preparing written correspondence or technical documents such as contracts, spreadsheets, etc.
  • Performing financial related duties and/or analyzing financial data (e.g. purchasing, accounting, financial data collection, creating financial reports, accounts reconciliation, accounts payable, budgeting, invoicing, etc.)

In addition to having all the above, well qualified applicants at the Entry level will also have experience with one or more of the following:

  • Applying complex information such as Administrative Codes, State Statutes or similar laws and ensuring compliance with applicable polices or laws.
  • Advanced experience utilizing Microsoft Excel to analyze data, create, and manipulate pivot tables.
  • Evaluating cost estimates or invoice claims subject to contract provisions and federal government cost principles such as the Uniform Guidance (2 CFR 200) and/or Federal Acquisition Regulation (48 CFR 31).

Qualified applicants at the Senior level must have experience with all the following:

  • Reviewing and/or managing contracts/agreements (e.g. experience may include reading contracts, applying contract provisions, and/or ensuring conformance to contract requirements).
  • Providing customer service by interpreting technical documents and instructions for business partners/customers.
