SALARY RANGE

The starting salary range for this position is $132,960 - $166,200 (based on qualifications). With tenure and strong performance in this role an employee may earn up to a maximum of $199,440, annualized.

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

Superintendent - Utility Asset

Overview
The Utility Asset Superintendent oversees the operational, technical, and regulatory integrity of the District's distribution jointly used system assets and infrastructure, ensuring compliance with safety codes and standards, directing staff and contractors, and driving continuous improvement in asset management, safety, and interdepartmental and stakeholder collaboration. The role also leads development of material and construction standards, GIS operations, and several asset management programs that span multiple District utility services.

Responsibilities

  • Manage Infrastructure: Manage joint use of the Districts poles, attachments and related distribution equipment ensuring safe and compliant use by all parties. Oversee inspections and audits to verify condition, usage and safety of shared assets. Maintain conditional assessments of line equipment and collaborate with asset management to prioritize their replacement. Champion continuous improvement of jointly used distribution asset systems.

  • Coordinate with external entities: Direct and maintain relationships with licensees. Administer attachment agreements, enforce joint-use policies, and manage contract rates, processes, and stakeholder communications.

  • Pole Attachment Policies & Procedures: Develop, document, and implement new policies and procedures for pole attachment activities. Establishes District pole attachment application requirements and related fees. Develop District application processes, and monitoring systems in collaboration with internal and external stakeholders.

  • GIS Program Management: Lead the Geographic Information Systems (GIS) team supporting cross-District operational areas including fish & wildlife, water, wastewater, fiber, and transmission. Drive innovation and data accuracy in support of asset management and operational planning.

  • Supervision. Oversee and coordinate the daily activities of employees to ensure productivity, compliance with company policies, and achievement of performance goals, while providing guidance, support, and feedback to promote a positive and efficient work environment.

  • Material and Standards Oversight: Lead the development, implementation, and continuous improvement of District-wide material and construction standards supporting distribution, water, wastewater, and fiber. Manage associated inventories, including the procurement of long-lead bid items such as transformers, poles, and cables.

  • Compliance and Standards: Ensure compliance with NESC standards. Oversee and improve the NESC deficiency list. Develop and implement engineering standards for distribution systems, including joint trenching. Monitor material inventory and procurement activities to ensure vendor performance and compliance with District requirements.

  • Process & Policy Improvement: Drive policy refinement, training, and cross-functional collaboration to strengthen processes and to achieve operational excellence.

  • Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

  • As an essential function, drive a motorized vehicle while conducting business on behalf of the District.

People Management

  • This position manages/supervises people. Direct Resources Managed: 2-9. Indirect Resources Managed: 1-10.

Qualifications

Education
Equivalent experience (year for year) may substitute for required education.

  • Bachelor's Degree In Engineering technologies, business, or a related field required.

Experience

  • 6+ years Progressive experience in utility project management, utility asset management, utility engineering, or closely related field required.

  • Experience with Geographic Information Systems (GIS), pole attachments, contract administration, and developing power distribution engineering standards preferred.

Licenses and Certifications

  • Valid Driver's License at hire and WA Driver's License within 30 days of hire upon hire is required.
