What Success Looks Like In This Job

This is a second-level full supervisory position within the Fleet and Facilities Department Operations Division, focused on the comprehensive maintenance and operations of all Adams County government buildings and assets. The incumbent will plan, organize, supervise, and evaluate the work of facility and building maintenance staff, either directly or through lead workers. This role requires a high degree of initiative, discretion, and leadership with a strong emphasis on sustainability, energy efficiency, and long-term cost-effective facility stewardship aligned with public sector goals.

Examples of Duties for Success
  • Collaborate with the Facility Operations Manager to lead and manage the day-to-day operations of public facilities, ensuring compliance with governmental standards, environmental regulations, and sustainability mandates.
  • Provide leadership and guidance to Building Maintenance Supervisors and other staff, promoting a workplace culture centered on effective communication sustainability, energy conservation, and responsible public resource management.
  • Assist in setting and implementing maintenance and operational goals that align with municipal sustainability objectives, energy reduction targets, and public accountability expectations.
  • Develop and implement standardized procedures that enhance operational efficiency while integrating energy-saving technologies, green maintenance practices, and sustainable procurement strategies.
  • Support facility maintenance staff and project managers by ensuring operational oversight of all activities, recommending improvements and operational costs; contribute to reporting on sustainability performance and budget impact.
  • Coordinate with internal departments and stakeholders to plan and deliver projects that align with city, county, or state sustainability goals, including green building standards (e.g., LEED, ENERGY STAR), low-impact materials use, and emissions reduction strategies.
  • Identify and mitigate operational risks while enhancing project outcomes through sustainable approaches; oversee projects that contribute to reduced energy consumption, lower utility costs, and increased building performance.
  • Schedule and conduct regular facility inspections to identify opportunities for energy retrofits, water conservation, waste reduction, and improved indoor environmental quality.
  • Facilitate staff training programs focused on safe, efficient, and sustainable building maintenance practices; ensure workforce development includes awareness of emerging green technologies and practices.
  • Participate in hiring, training, supervision, evaluation, and disciplinary actions for maintenance staff, with an emphasis on growing internal capacity to manage sustainable public facilities.
  • Make recommendations on equipment, tools, and materials that meet sustainability and energy efficiency criteria; support budget preparation and cost estimations that highlight potential utility savings and long-term return on investment.
  • Monitor inventory and procurement processes to prioritize environmentally preferred products and suppliers in compliance with government purchasing policies.
  • Interpret construction plans and specifications to ensure facility upgrades and renovations incorporate sustainable building practices and energy-efficient systems.
  • Address personnel issues and foster employee development programs that integrate leadership in energy management and green facility operations.
  • Utilize asset management systems and collaborate with capital improvement planning staff to track facility performance metrics, energy use, and sustainability outcomes.
  • Maintain accurate records of maintenance activities, including utility usage, preventative maintenance schedules, and environmental performance indicators.
  • Respond to emergencies in government facilities, ensuring continuity of operations with minimal environmental and energy-related impacts.
  • Perform other duties as assigned, including supporting municipal climate action plans, green building certification efforts, and government-led sustainability initiatives.

Qualifications for Success
  • Knowledge of facility systems including HVAC, plumbing, electrical, and building automation systems.
  • Understanding of sustainability principles, including LEED, ENERGY STAR, and green procurement standards.
  • Ability to manage multiple teams and complex work schedules across dispersed sites.
  • Strong communication, conflict resolution, and coaching abilities.
  • Ability to administer policies and procedures.
  • Principle and practices of employee supervision, including work planning, assignment, review and training in work procedures.
  • Practice in integrating sustainable approaches to facility operations and maintenance projects.

  • Knowledge of state and local laws, codes and regulations including building, fire, safety, plumbing, mechanical and electrical.

  • Ability to select, supervise, train and lead staff
  • Knowledge of principles of general contract administration for facility and building maintenance and repair projects.
  • Knowledge of work order/ asset management programs.
  • Knowledge of safety principles, practices and procedures used for facility and building related projects, including equipment and hazardous materials.
  • Knowledge of airport facility operations desired.
  • Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of department goals
  • Ability to prepare various reports
  • Apply technical knowledge and follow proper inspection techniques to examine workmanship and materials and detect deviations from plans, regulations and standard construction practices
  • Ability to establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work
  • Proficient in CMMS, energy tracking software, Microsoft Office, and building documentation systems.
More Qualifications for Success

Education:

  • Equivalent to a associates degree in building/construction management, or a related field.
  • Equivalent work experience in construction, commercial and residential maintenance and repair may substitute for the associates degree based on experience.

Experience:
  • Required Five (5) years of increasingly responsible commercial or industrial facility maintenance management experience, including two (2) years in a supervisory or management role.
  • Project/construction management experience - highly desired
  • Experience working with purchasing departments and submittal documents, including knowledge of Request for Proposals (RFPs), Request for Quotes (RFQs), Request for Bids (RFBs), (SQQ) Statement of Qualifications and experience in reviewing and evaluating responses - highly desired

License and/or certification:
  • Must have valid Colorado drivers license with no restrictions

Preferred Credentials:
  • LEED Green Associate or LEED AP
  • Certified Facility Manager (CFM), Sustainability Facility Professional (SFP), or equivalent certification
  • Project Management experience in government or sustainability projects
  • Professional Trade Certification

Background Check:
  • Must pass a criminal background check
  • Background check will include a Motor Vehicle Check
  • Candidates may be required to pass an intensive background process through the Adam's County Sheriff's Office
