SUMMARY

The senior project manager position will report to the Project Controls and Compliance Division Manager in the General Services Department. This position will assist the division manager by following market trends and conditions in the construction industry, providing senior-level cost estimating, scheduling, project related risk management oversight, and project controls reporting for a wide variety of capital projects which may include roadways, sidewalks/shared use paths, streetscape/urban infrastructure, and city facilities (new construction and renovations).
This position will also serve on the Strategic Investment Area (SIA) Program Controls and Risk Management teams, assisting with implementation of project control measures and reporting for SIA, while making recommendations for the implementation of new processes and procedures across all General Services capital projects. The SIA Program aligns the citys mobility policies with mobility needs to identify and prioritize the implementation of transportation infrastructure with a place-based focus around local needs.

Major Duties and Responsibilities:

  • The position is responsible for senior-level oversight of cost estimating, scheduling, and risk management best practices and reporting

  • Identifies, recommends, develops, and implements policy and procedural improvements for project controls

  • Training and mentoring project and program management staff in other divisions on project controls processes and procedures

  • Compile, analyze and interpret complex construction plans, cost estimates, schedules, and risk management plans

  • Prepare leadership for presentations to City Managers office and City Council as appropriate

  • Maintain cost estimate data and summary documents in database

  • Keep executive leadership aware of high impact issues related to cost, schedule, and risk

  • Assist the Division Manager to identify projects that may be at risk of not meeting established budgets and schedules, conduct project analysis to determine the potential impact

  • Maintain awareness of market trends in the construction industry and review data from outside sources and provides expert technical advice to leadership related to project costs

  • Analyze independent cost estimates (ICE) including compiling data and evaluating trends

  • Compile and analyze cash flow projections and related financial analysis

  • Support internal and external audits

  • Assist with configuration, implementation, and training of a new project/construction management information system (PMIS)

  • Develop and improve reporting and dashboards to provide project/program performance analysis, identify issues, support management decision-making, and meet departmental goals

Knowledge, Skills & Abilities:

  • Understanding of micro and macroeconomic market conditions and impact of regional and national economic conditions on construction and construction related expenses

  • Understands public sector construction methodologies as well as procurement and budget procedures.

  • Knowledge of Integrated Project Delivery System (IPDS) and change control evaluation and documentation

  • Knowledge of civil engineering and construction concepts and techniques

  • Knowledge of construction materials and market conditions

  • Knowledge of estimating documents and the ability to provide accurate qualitative and quantitative analysis of the documents

  • Ability to read and interpret documents such as construction plans, specifications, and other technical documents

  • Ability to work under pressure to meet established deadlines in a changing environment

  • Strong attention to detail, organizational skills, and the ability to manage multiple, competing priorities

  • Must be self-directed

  • Excellent written and verbal communication skills with the ability to discuss and lead presentations on cost estimates, schedules, and risk with department leadership, city staff, and City Council

  • Strong computer skills with Microsoft Office Suite

  • Key competencies leading to success for this position are strategic mindset, effective communication, ability to manage ambiguity in a large organizational setting, collaboration, and situational adaptability

Preferred Qualifications:

  • Seven to ten years of experience in engineering, project management, cost estimating, scheduling, risk management, and experience with civil and/or municipal capital projects

Minimum Qualifications:

  • A Bachelors Degree in Engineering, Construction Management, or other related fields and five (5) years of related experience

CONDITIONS OF EMPLOYMENT
