Primary Purpose

Under general supervision of a design engineer, Supervisor of Drafting, Lead Technical Drafter, or other higher classified drafter, regularly performs CAD and GIS drafting functions in support of PHI’s electric distribution, substation, telecommunication and transmission operations and/or gas distribution and transmission system.

Primary Duties

1. Prepares and revises a variety of maps, diagrams, design and construction drawings and other records of PHI’s facilities and system through CAD/GIS media.

2. Maintains quality and integrity of the data stored in PHI’s electronic records management systems.

3. Prepares and revises design, construction and as-built drawings, sketches, tracings, or CAD/GIS files under the direction of responsible engineer or others.

4. Performs other related or less skilled activities as required.

5. Directs and instructs lower classified Technical Drafters.

6. Captures and validates field conditions on drawings as required

Minimum Qualifications

1. Possess a minimum of 2 years of demonstrated ability and experience as a Technical Drafter C, or possess equivalent related experience.

2. Associate's degree in Computer Aided Design or related field OR the equivalent combination of education, training and/or experience satisfactory to the Company.

3. Experience demonstrating skill using CAD/GIS in an efficient manner beyond that expected of a lower classification.

4. Demonstrated skill using PC-based word processing, spreadsheet, database, PDF conversion, and e-mail software.

5. Demonstrated knowledge of general drafting standards, practices and procedures and the ability to complete accurate drawings on schedule.

6. Demonstrated ability to prepare drawings/maps from verbal/written instructions and conceptual sketches.

7. Experience demonstrating skill following technical instructions or procedures (for example, operating procedures, standards, code requirements, specifications.

8. Demonstrated ability to read, write, speak, comprehend and communicate clearly and accurately with the English language.

9. Experience maintaining the quality and consistency of CAD / GIS data (i.e., designs, as-builts, symbology, connectivity and annotation). Reviews the completeness and data integrity for dependent systems, such as OMS, WMIS, Gas Facilities System (GFS), etc.

10. Demonstrated ability to effectively work as a team member and work cooperatively together and accept opposing ideas from other team members.

11. Knowledge of electric and/or gas utility system and/or electrical configuration, to include knowledge of distribution, substation or transmission one-line drawings.

12. Experience demonstrating ability using PHI’s records/electronic document management systems and adheres to all applicable document procedures.

13. Experience demonstrating ability reading and interpreting engineering/construction plans and drawings.

14. Possess knowledge of company safety rules and regulations.

15. Demonstrated ability to perform the duties and responsibilities of all lower classifications.

16. Must successfully pass qualifications tests of Tech and Computer Aptitude.

17. Must possess a valid driver’s license.

18. Must successfully pass the Criminal History Records Check.

19. Employees in this classification are NERC & FERC regulated; as such they will be required to comply with NERC & FERC standards requirements, and/or procedures. Employees in this classification are required to complete and maintain their NERC & FERC certifications annually.

20. Employees in this classification working in Gas Delivery are DOT regulated; as such they will be required to comply with all DOT requirements, and/or procedures. Employees in this classification are required to participate in the DOT drug and alcohol testing program

PHYSICAL REQUIREMENTS:

Requirements include, but are not limited to:

1. Sitting at a computer workstation with some walking involved. Occasionally requires bending, twisting, kneeling, squatting.

2. Ability and willingness to differentiate color coded drawings and plans. Must pass a color vision test for CAD/GIS applications.

3. Ability and willingness to communicate clearly with other employees, face to face and over the telephone.

4. Ability and willingness to read and comprehend Company material and complete written reports accurately.

5. Ability and willingness to travel to various company locations and work sites.

6. Ability and willingness to work extended hours (including holidays and weekends) with little or no notice and on-call during storms and system emergencies consistent with Labor Agreement.

7. Ability and willingness to adhere to safety regulations and policies and to wear and use safety equipment as required by Federal, State, local, and PHI regulations.

8. Ability and willingness to work in a variety of work environments including outdoors in all weather conditions, on or around energized electrical equipment, in confined spaces and in noisy and dirty environments.

Preferred Qualifications

Experience demonstrating skill performing electric and/or gas utility-related drafting/design.

ESRI (ArcGIS) and/or Microstation certification.
