This position serves as the customer relationship manager to agency tenants occupying Department of Administration, Facilities Management Division facilities on the state Capitol Complex and at other select locations in the Metro and State. The incumbent will provide coordination and collaboration in order to ensure effective building management operations. They will provide direction and oversight for day-time janitorial services. This will include collaboration, coordination, and project management for the division's building maintenance and construction programs. They will also work closely with architects, engineers, contractors, tenants, other FMD staff, and other stakeholders through all phases of construction for the buildings and grounds. Additionally, this position oversees the Capitol complex HAZMAT program to ensure compliance with the Minnesota Pollution Control Agency, and County/City requirements.
The incumbent is responsible for ensuring FMD facilities, agency partners, visitors, and others receive consistent, quality services that provide safe, clean, and environmentally sounds buildings, grounds, and operations.
**Minimum Qualifications**
Applicants must meet **one** of the following educational and experience conditions for consideration:
Bachelors degree in construction management, Construction Technology, Facilities Management or related field AND (1) one-year direct experience in construction project or facilities management.
Associates degree in construction management, Construction Technology, Facilities Management or related field AND (2) two years direct experience in construction project or facilities management.
(3) Three years of experience in construction project or facilities management. Experience must include professional involvement in varied maintenance, remodeling, or construction projects from predesign/planning through post construction/completion phases on commercial/public facilities.
**Applicants must also possess the following experience:**
+ Supervisory or leadwork experience demonstrating the ability to hire, coach, discipline, team build, and implement performance standards and training goals.
+ Experience coordinating building construction and/or maintenance projects for a large complex with multiple buildings.
+ Knowledge of building components, mechanical systems, electrical systems, and construction methods.
+ Outstanding customer service skills in order to provide cooperative, timely, and professional service to FMD partners and Capitol Complex visitors.
+ Ability to effectively articulate program decisions, changes, schedules, and other relevant information.
+ Applicants must possess a valid class D drivers license with an acceptable motor vehicle driving record.
**Preferred Qualifications**
+ Strong working knowledge of federal employment laws including FMLA, ADA and discrimination and harassment laws.
+ Knowledge of construction, construction techniques, sequencing of work, and construction principles.
+ General knowledge of building services applications including: general cleaning, floor finishing, carpet extraction techniques as well as knowledge about cleaning products and their application for various surface types and finishes.
+ Excellent oral and written communication skills sufficient to develop short communication documents for agency partners and others.
+ Excellent writing and analytical ability sufficient to compose reports, letters and memos.
+ Ability to implement short- and long-range planning principles and practices.
+ Ability to effectively manage multiple priorities at one time while achieving desired results.
+ Negotiation and mediation skills to work with multiple stakeholders to achieve desired and practical results.
+ Experience with facility management database system software such as Archibus.
+ Experience working in a unionized environment.
+ Knowledge of waste management and state of the art recycling practices.
+ Knowledge of public sector purchasing policies.
+ Knowledge of Hazmat program management practices.
+ Skill in using computer software applications, including Microsoft Outlook, Word, Excel and SharePoint.
**Physical Requirements**
Some infrequent lifting of equipment up to 20-35 pounds may be required. Must have the ability to inspect emergency situations in buildings which may include traversing over rough terrain, climbing ladders, or entering confined spaces.
