Job Description:

Parsons is looking for an amazingly talented Quality Assurance Supervisor to join our team!

In this role you will get to help to build and lead a strong team of multi-disciplined individuals supporting major water infrastructure projects in Southern Nevada.

What You'll Be Doing:

  • Performs quality activities on assigned complex construction projects/programs and/or functional area(s) to ensure that products or services provided are in accordance with customer and Parsons quality requirements.
  • Regularly interacts with representatives from a variety of functional groups, including program management, design/engineering, purchasing, construction, client, and other personnel.
  • Assures the construction quality control and quality assurance requirements are understood and construction work is performed in accordance with the Project Management Plan, Project Quality Plan, Applicable Codes, Standards, Policies, Procedures, Drawings and Specific Contract Requirements.
  • Participates in Client pre-bid, bid or contract planning and preparation.
  • Plans and executes required audit activities (schedules, plans, reports, finding resolutions, etc.).
  • Performs and adequately documents Internal Quality Audits of assigned office, projects and jobsites, and manages all related follow-up activities.
  • Audits conducted to assure compliance with Parsons standards, contract requirements, and applicable codes, specifications and drawings, including but not limited to: Design, Engineering, Estimating, Procurement, Project Controls, Vendor/Subcontractor Management, Receiving, Handling & Storage, Construction documents.
  • Performs other functions associated with this position as appropriate
  • Facilitates all internal and external Quality audits and briefs management with the results.
  • Effectively documents, follows-up and closes corrective actions - both internal and external.
  • Analyzes findings/ issues/ non-conformances identified during audits to determine program quality and identify performance trends. Analysis includes all available oversight results, both internal and external, and trending data.
  • Assists in qualification audits of suppliers of purchased items and services.
  • Assures audited activities meet Parsons quality program, and Client quality requirements.
  • As required, performs quality engineering reviews of design documentation for compliance with stated requirements, including vendor quality manuals and company quality records.
  • Promotes safety awareness including adhering to safety rules and requirements. Participates, as needed, in safety field audits and assessments.
  • Verifies that Parsons and customers quality requirements are in compliance with quality standards and quality program requirements for products and services provided.
  • Collaborates in development and maintenance of Quality Policy, Processes, Procedures and related documents. Reviews Quality Manuals, documents, and implementation procedures to verify compliance with industry codes and standards, regulations and regulatory commitments.
  • Reviews from a quality perspective (and approves if required) documents prepared by internal or external organizations such as quality manuals and procedures, technical deliverables, test plans and procedures, purchase orders, and subcontracts.
  • Collaborates with management for interface on Quality activities with internal or external organizations (customers, suppliers, subcontractors, and others).
  • Performs statistical process control.
  • May provide technical guidance to lower level Quality personnel.
  • Works with Quality Manager in providing leadership for Quality support activities for assigned program(s) or project(s) to ensure that products or services provided meet customer and Parsons requirements.
  • Works with Design and Construction Managers in providing leadership for development and implementation of Quality Programs, procedures, resource allocation, and training.
  • Establishes and maintains communications with all project departments, client and subcontractor(s).
  • Implements inspection, examination, and testing procedures and records inspection, examination, and testing data.
  • Assists with development of QA/QC programs and provide inspection support as required.
  • Monitors Construction Managers to ensure they are Developing and maintaining required project quality records and documentation.
  • Reviews inspection and NCR logs to make sure Construction Managers are maintaining and completing them.
  • Reviews quality records/documents for correctness and completeness.
  • Plans inspections, evaluations, and tests; setting up tests, including preparation and set-up of related equipment.
  • Evaluates the validity and acceptability of inspection, examination and testing results and reports inspection, examination and testing results for works including concrete, soils, masonry, structural steel, pipelines, and coatings
  • Evaluates the adequacy of specific programs used to train and test inspection, examination, and testing personnel
  • Performs and documents inspections of Q/A subcontractors work.
  • Oversees subcontractor inspections and review of subcontractor work. Reviews and audits subcontractor generated quality records specifically related to concrete testing equipment, nuclear density gauges and other electronic testing gauges
  • Performs In-Process Inspection as needed (may include source inspection).
  • Ensures QC / QA inspectors follow the HSE requirements applicable for their work scope.
  • Participates in establishing and implementing a Quality Controls Inspectors certification program.
  • Participates in qualifying and certifying QC Inspectors at all levels.
  • Assures inspection results are documented and communicated in a clear and concise manner.
  • Understands contract requirements and subcontractor(s) contract requirements.

What Required Skills You'll Bring:

  • Bachelor's Degree in Engineering, Business or Quality discipline or related field (or equivalent work experience) and typically 10+ years of related work experience in the field of Quality, including 2+ years experience in a supervisory or lead capacity. Lead Auditor certification (ISO 9001 or equal) , ASQ Certification (as CMQ/OE, CQA or CQE) or other related certifications.
  • Knowledge of American Concrete Institute (ACI), National Electric Code (NEC), American Water Works Asscotiation (AWWA), American Society for Testing and Material Standards (ASTM), American Welding Society (AWS)
  • Knowledge of laws, statutes, codes and ordinances governing public works construction projects involved water facility construction
  • Knowledge of surveying and compaction principles, methods, and techniques.
  • Strong analytical skills and the ability to communicate to all levels of the company.
  • Proficient in data collection, analysis and presentation.
  • Excellent computer skills and proficiency with MS Word, Excel, Access. Requires proficiency in the use of computers and software packages needed to support the documentation, analysis and retention of quality records.
  • Requires leadership and supervisory ability
  • Requires leadership potential and knowledge of Quality Management practices, processes and current technology.
  • Requires experience with quality management systems and standards specified by ISO 9000, ASME, ANSI, ASTM and similar organizations.
  • Requires the ability to communicate clearly, conduct presentations to management and interface effectively with a diverse group of professionals.
  • Proficiency in analyzing situations in business terms, i.e. ROI, cost per unit, etc.
  • Strong interpersonal skills to work with other departments in a tactful and effective manner.
  • Excellent written and verbal communication, strong analytical, problem solving, and risk assessment skills. Ability to make public presentations.
  • Computer proficiency with working knowledge of Microsoft Office Products, including Word, Excel, Power Point, Access and Visio. Project Planning skills are essential.
  • Strong attention to detail.

What Desired Skills You'll Bring:

  • Previous experience on similar water/wastewater infrastructure projects is preferred.
