Position Overview This position is accountable for the advancement of projects to the construction stage including coordination with the Federal Highway Administration (FHWA), as required by exempt and Projects of Division Interest (PoDI) project procedures; preparation and submittal of authorization requests of state Federal-Aid (FA) projects; and advancement of state projects from final design to letting stage. This position also assists the districts with highway financing.

Essential Functions

Verifies project data to ensure compliance with exempt procedures and obtains project authorization.

Checks in plan submittals, verifies funding and eligibility, and initiates final preparations to advance the project to letting stage.

Prepares and submits the Plans, Specifications, and Estimates (PS&E) packages of Projects of Division Interest (PoDI) Projects and authorization requests to the Federal Highway Administration (FHWA).

Inputs data into the Electronic Letting Management (ELM) database and the Fiscal Management Information (FMIS) System.

Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.

Performs other duties as assigned.

Minimum Qualifications

Completion of two years of college in civil engineering technology, pre-engineering or job related technical/science curriculum plus five years of engineering experience; OR Seven years of engineering experience.

Preferred Qualifications

Knowledge of the principles and practices of plan preparation related to the design, construction, and maintenance of transportation projects.

Ability to plan, organize, and execute technical program requirements.

Familiarity with the use of appropriation accounts, construction type codes, and federal funding.

Working knowledge and experience with the department's letting process.

Strong oral and written communication skills.
