The Bus Operations Division at King County Metro Transit is hiring to fill a Career Service System Impacts Superintendent position. This position is open to Current King County Metro Employees only.
As the System Impacts Superintendent, you'll play a crucial role in assessing and mitigating the impact of community events, planned projects, and special activities on Metro's riders and bus operations. You'll lead collaborations with various government entities to ensure the smooth functioning of transit services during these events.

Your responsibilities will include developing, supervising, and mentoring a team of approximately 15 System Impacts Coordinators to deliver high-quality service to our community and partners. These direct reports focus on Trolley Impacts, Comfort Stations, Special Events, and Construction coordination efforts.

This Career Service position is a perfect opportunity for career service Metro Transit Employees with experience planning and coordinating construction projects or special events impacting public transit. As the System Impacts Superintendent, you will also:

  • Lead Metros collaboration with a wide variety of government entities to assess and mitigate the impact of planned projects, special events, and other activities that affect Transit services and our riders.
  • Develop, implement, and manage transit services to major special events throughout the county.
  • Supervise and oversee the work of the Divisions Construction Coordinators, Comfort Station Coordinators, and Special Events Coordinators.
  • Oversee the activities of the Revenue Processing Center (RPC) including audits, management of our contract with a third-party vendor, and the recruitment of Transit Operators for RPC Special Duty Assignments.
  • Manage Functional Analysts who provide technical support to Bus Operations.
  • Develop, supervise, and mentor work units that deliver high-quality, timely service to customers.
  • Lead, develop, and motivate employees, helping them to recognize the important role they each play in achieving the overall agency goals and empowering them to perform accordingly.
  • Ensure that the safety of both our employees and the public continues to be Metros highest priority by maintaining strict adherence to safety rules and procedures and continually seeking to enhance safety practices, awareness, and training.
  • Partner with stakeholders to deliver excellent service and build a community-oriented, diverse, and inclusive environment; mitigate high-profile service delivery issues; engage with elected officials, community leaders, and other agencies throughout the country.
  • Lead the development of new initiatives, efficiencies, and operational methods to meet strategic goals; determine and select technology and equipment; supervise program and procedure development, implementation, monitoring, and reporting.
  • Ensure compliance with applicable laws, regulations, and policies; analyze and interpret operating policies, procedures, and guidelines.
  • With a strong level of comfort managing a highly unionized workforce, create harmonious working relationships with multiple collective bargaining units and ensure consistent application of labor policies, labor contract provisions, and hiring guidelines; resolve grievances and other labor and performance issues as appropriate.
  • Develop and direct the use of performance metrics; recommend corrective actions as needed; manage data collection and reporting.
  • Continuously improve our services, write technical reports, correspond with internal and external Agency partners work with other Superintendents to resolve Division-wide issues; act as Division experts on projects; and represent the Section on work groups, project teams, and Division-wide hiring processes.
  • Participate as a member of the Sections management team;
  • Perform other duties as assigned.


We are looking for candidates who have extensive work experience in the following minimum
qualifications:
  • Three years experience planning and coordinating the impact of construction projects or special events that impact public transit in a large metropolitan environment.
  • Skill in statistical and operational analysis, and establishing (or implementing) operational policies, procedures, and performance goals.
  • Ability to work with a diverse workforce and prioritize safety, respect, and care for employees in a unionized setting.
  • Established ability to oversee staff and projects in an operational setting to get results.
  • Must be a current King County Metro Transit Employee (in a career service or appointed position) who has passed their initial probationary period with the County.

  • Proficiency in workforce planning and project management, skill in planning and delegating work assignments, and managing multiple work projects (or programs) efficiently.
  • Knowledge of labor relations principles, including grievance/ arbitration processes.
  • Experience working productively with labor unions, respecting established labor processes, and fostering an environment of mutual respect and partnership.
  • Proficiency in the use of standard MS Office Suite applications
Licensing, Certification, and other Requirements:
  • Valid Drivers License (Washington license by date of hire) or the ability to travel throughout the county in a timely fashion.
  • Work requires reporting for duty and directing operations during adverse weather events and other emergencies.
Work Location and Schedule
The System Impacts Superintendent works on-site at Metros Central Base, located at 1500 6th Ave S, Seattle, 98134. The work schedule is Monday through Friday, typically 8:00 am to 5:00 pm but the hours may vary depending on the needs of the workgroup. This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Telecommuting and flex days are not offered for this position.
