- Leads and oversees complex construction projects to ensure timely completion, alignment with ReWa policies, and compliance with safety and quality standards.
- Performs professional engineering work in support of in-house projects and manages large-scale consultant-led construction initiatives.
- Coordinates and supports planning and budgeting efforts for annual and long-term capital improvement plans, including development of cost estimates and expenditure forecasts.
- Reviews and approves invoices, payment applications, and procurement documents related to engineering and construction activities.
- Tracks project status using ReWas project management tools, ensuring accurate documentation of milestones and progress updates.
- Supports project-related asset management data to inform organizational planning and performance metrics.
- Provides technical guidance for construction activities associated with wastewater treatment facilities and conveyance infrastructure.
- Reviews technical documents, cost estimates, design drawings, specifications, and plans to ensure completeness, constructability, and alignment with project objectives.
- Develops and maintains technical standards and engineering guidelines for construction activities.
- Offers expert-level troubleshooting assistance to departments on system performance, operational challenges, or equipment malfunctions.
- Prepares and reviews technical documents including maps, service projections, inflow/infiltration evaluations, and visual aids to support project communication and execution.
- Utilizes appropriate engineering tools, software, and equipment to support construction oversight and documentation.
- Supports development and implementation of capital projects by coordinating construction schedules, budgets, and contract administration.
- Reviews contract documents and manages amendments, change orders, and construction directives to mitigate risk and control cost and scope.
- Assists in negotiating and administering alternative delivery construction contracts (e.g., design-build).
- Coordinates construction activities from pre-construction planning through project closeout.
- Ensures quality assurance and consistency throughout the project lifecycle in collaboration with internal and external partners.
- Reviews, negotiates scope and fee, and recommends professional service contract, alternate delivery contracts, contract amendments, change orders, and directives to address project needs or challenges.
- Participates in long-range planning of wastewater infrastructure and prioritization of construction-related capital projects.
- Facilitates conflict resolution within projects.
- Coordinates with local and state regulatory agencies to ensure construction activities comply with applicable permits, standards, and legal requirements.
- Interacts with utilities, municipalities, and permitting bodies regarding construction access, rights-of-way, and public coordination.
- Ensures all construction efforts align with federal, state, and local regulations, including safety, environmental, and engineering standards.
- Supervises assigned engineering and construction staff, overseeing workload distribution, performance standards, and resource allocation.
- Provides mentoring, career development support, and professional growth opportunities.
- Conducts performance evaluations and offers guidance, training, and support to improve individual and team performance.
- Participates in recruitment, selection, and onboarding of new staff.
- Addresses personnel issues and recommends disciplinary actions, when necessary, in coordination with Human Resources.
- Prepares and delivers project presentations to internal and external stakeholders, including the Board of Commissioners and partner agencies.
- Coordinates with consulting engineers, contractors, utility staff, and internal departments throughout the construction process.
- Engages in negotiation and coordination with developers, contractors, and vendors on construction contracts and services.
- Represents ReWa at project meetings, public hearings, and with customers, community groups, and other government entities.
- Communicates regularly with engineering and construction teams to ensure consistent interpretation of design intent, project goals, and compliance requirements.
- Prepares reports, maintains construction records, and ensures accurate documentation of project data.
- Performs administrative tasks including responding to inquiries, attending meetings, and managing correspondence related to construction activities.
- On call for emergencies or critical construction-related incidents.
- Attends training, conferences, and professional development events to stay informed of industry practices and regulatory changes.
- Management may assign additional duties as trained for and qualified to do so related to the work of the position as necessary.
Essential Skills & Experience:
- Must possess a valid state drivers license.
- Requires an accredited bachelors degree in civil engineering, environmental engineering or closely related field.
- Must possess a combination of the following experience and certifications:
- Professional Engineer registration in the state of South Carolina or the ability to obtain such through reciprocity within 6 months of employment, plus a minimum of eight (8) years of progressively responsible engineering experience of increasing complexity, and two (2) years in a role directly supervising other employees.
- Professional Engineer registration in the state of South Carolina or the ability to obtain such through reciprocity within 6 months of employment, with a minimum of ten (10) years of progressively responsible engineering experience of increasing complexity managing engineering projects and overseeing the technical work of others.
- A minimum of fifteen (15) years of progressively responsible engineering experience of increasing complexity, twelve (12) years of which should be in a role of managing engineering projects and overseeing the technical work of others.
