BEGINNING SALARY: $24.81-27.26/HR (2024 Cayuga County Compensation Plan, CSEA, Grade 13)

MINIMUM QUALIFICATIONS:
(A)One year of experience in the operation of specialized or heavy motor equipment; OR
(B)Two years of experience in the operation of medium automotive equipment.
AND:
(C)Possession of appropriate level of NYS driver's license (determined by the Highway Department).
DISTINGUISHING FEATURES OF THE CLASS:
These duties involve responsibility in the County Highway Department for the safe and efficient operation of specialized heavy equipment used in highway repair, construction projects, and other public works activities. This class differs from that of motor equipment operator (Medium) due to the more complex nature of equipment operated requiring greater skill along with increased responsibility for safety of others. Additionally, incumbents are responsible to make minor repairs and service the equipment operated. The work is performed under general supervision with leeway allowed for exercise of independent judgment in carrying out details of the work. Supervision may be exercised over the work of Laborers and Motor Equipment Operators (Light) and (Medium), depending on the project involved. The incumbent does related work as required.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES, PERSONAL CHARACTERISTICS:
Good knowledge of the operation and maintenance of a variety of heavy or specialized automotive equipment; Good knowledge of county Geography;
Ability to understand and carry out complex oral and written instructions; Ability to service and make repairs to assigned equipment;
Ability to plan and supervise the work of Motor Equipment Operators and Laborers on assigned projects; Ability to read and understand assigned equipment operational and servicing information; Mechanical aptitude;
Willingness to respond to emergencies and work under adverse weather conditions; Good hand and eye coordination;
Physical condition commensurate with demands of the position.
TYPICAL WORK ACTIVITIES: (Illustrative Only)
Operates truck mounted and track type excavators, tractor bulldozers, cranes, power graders, pavers, backhoes, power shovels, shoulder machines, stump removers, crushers, screening plants, asphalt mixers, grader-blacktop, gradall, crusher, stone spreader, blacktop mixer, pay loader, and other types of equipment used in the construction and maintenance of highways and other public works projects;
Operates all types of snow removal equipment including plows, heavy trucks and graders [10-wheel trucks (double axle), and 4-wheel drive snow plows (Walters, Oshkosh, etc.)];
Operates all types of trucks when assigned, including tractor-trailer trucks and trucks that require special licensure endorsements such as but not limited to endorsements for hazardous materials, tank, towtruck, etc.; Performs maintenance and repair work on assigned equipment, such as minor welding, oil changes, replacement of spark plugs, and periodic replacement of parts;
Performs a variety of simple tasks such as cleaning culverts, shoveling snow, painting, sweeping, and any other assigned task;
May operate chain saws in cutting and trimming of trees;
May use a variety of hand tools such as shovels, picks, axes, rakes, etc. in performance of duties; Loads and unloads vehicles;
Performs all types of motor equipment and machinery operations;
On assignment, incumbents may be required to operate all levels of departmental equipment and machinery; Performs manual tasks related to motor equipment operation;
Performs any manual work assigned within departmental operations.
