Job Summary
We are hiring a Senior Project Manager to lead high-impact construction projects under our new contract with Colorado Springs Utilities. This is a strategic leadership role offering the opportunity to shape a high-visibility initiative that may expand into additional work across the region.
The Senior Project Manager (SPM) will provide direction and oversight from project initiation through completion, ensuring success across safety, quality, schedule, and profitability. Responsibilities include complex planning, budget control, team development, client communication, contract administration, and risk management. The SPM will also mentor project teams and help drive company growth through operational excellence.
This position will primarily be work-from-home (WFH) until a physical office is established in Colorado Springs, likely near the airport. Success in this role will be a cornerstone for future regional expansion and represent a unique opportunity to make a significant impactboth within our organization and the Colorado Springs community.
Primary Responsibilities
Define and communicate project scope, goals, and deliverables in collaboration with senior leadership and clients
Develop and manage detailed work plans and comprehensive project schedules using Primavera P6 or Microsoft Project
Convert estimates into project controls budgets and implement buyout strategies
Forecast and manage labor, costs, productivity, and material expenditure
Lead the development and implementation of Project-Specific Safety Plans and Emergency Action Plans
Promote and enforce a strong safety culture; ensure compliance with OSHA, environmental, and company safety regulations
Oversee and manage field operations in coordination with Superintendents, ensuring efficient execution and resource allocation
Manage 1-3 Project Managers and/or Assistant Project Managers, assigning responsibilities based on strengths and development paths
Support employee development through coaching, performance reviews, and career planning
Monitor project progress and adjust plans to ensure completion within schedule, budget, and quality standards
Maintain accurate documentation of project activities, including billable work, change orders, daily logs, and tracking reports
Track and control project budgets, expenditures, and cost-to-complete forecasting; report variances to senior management
Prepare and present financial reports, forecasts, and supporting documentation for project reviews and audits
Lead procurement efforts including RFQs, vendor selection, material tracking, and subcontract/PO issuance
Ensure materials and equipment are ordered and delivered in alignment with project schedules
Manage subcontractors and vendors; issue and track submittals, RFIs, change orders, and amendments
Lead client communications and maintain strong professional relationships with owners, engineers, and subcontractors
Conduct regular site walks, meetings, and progress updates with stakeholders
Promote continuous improvement in safety, quality, schedule adherence, and cost control
Establish communication schedules with internal departments and project stakeholders
Monitor quality of work and enforce company standards throughout the project lifecycle
Lead the project closeout process and ensure all contract and documentation obligations are met
Identify, evaluate, and mitigate project risks using tools like risk matrices and constructability reviews
Manage and evolve contract administration plans and document control systems
Ensure project personnel are appropriately oriented, trained, and supported
Foster a collaborative, accountable, and high-performing team culture aligned with Blackeagle's mission and values
Take ownership of team performance, proactively resolving issues and supporting morale and productivity
Execute additional duties as assigned to support project and organizational success
Requirements
Bachelor's degree in construction management, Engineering, or a related field from an accredited institution (preferred)
Minimum of 10-15 years of relevant industry experience, with at least 5 years in project leadership roles
Proven management experience in Oil and Gas Pipeline and Facilities projects
Additional experience managing municipal projects such as pump stations, water main replacements, and treatment plant upgrades (water/wastewater)
Strong knowledge of estimating, scheduling, subcontractor management, and contract negotiation
Advanced understanding of OSHA, DOT, EPA, and environmental regulations relevant to construction
Demonstrated success in working with subcontractors, vendors, and cross-functional teams
Ability to lead and mentor high-performing teams across field and office environments
Exceptional written and verbal communication skills, including editing and reporting
Proficient in Microsoft Office Suite, Bluebeam, and Vista
Experience with construction software such as B2W Estimate, B2W Track, and Primavera P6 (preferred)
Strong organizational skills and ability to manage multiple projects simultaneously
Clean driving record and willingness to travel between job sites or regional offices as required
Ability to work in both office and field environments, including sitting for extended periods or lifting items up to 20 lbs
Must be able to wear and operate required personal protective equipment (PPE), including hard hats, safety glasses, and gloves
