Duties Description The responsibilities of this position include, but not limited to, the following:

  • Completing schedules, financial reports, procurement of supplies and materials & reconciliation of state credit cards.
  • Assisting with preparing hiring packets, paperwork and orientation of seasonal staff.
  • Maintaining/updating files, records, work orders and other documents as assigned.
  • Reviewing construction and maintenance activities performed by crews or contractors.
  • Preparing work plans and reviewing time and activity sheets for subordinates.
  • Operating a variety of power tools and equipment.
  • Ensuring that assignments are completed safely and effectively.
  • Operating equipment, as needed.
  • Performing minor equipment maintenance tasks.
  • Field & office duties include but are not limited to supervision, training, scheduling and evaluation of multiple crews at multiple facilities ensuring fiscal responsibilities, safe operation, and required maintenance and construction activities at campgrounds, DUA's, offices, and other DEC facilities.

This position ensures staff compliance with Department policies and procedures, SPDES, SWIPP, Nationwide and other permits, NEC, building & fire codes, and DOT, DOW and DOH regulations. This position requires a NYS boating certificate.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:

Promotional: You must be a qualified employee of the New York State Department of Environmental Conservation and have had 12 months of permanent competitive, non-competitive, or 55-b/55-c service as a Construction Equipment Operator, General Mechanic, Trades Generalist, Labor Supervisor, Facility Operations Assistant 2, Maintenance Assistant, Maintenance Assistant Mechanic, Service & Repair Assistant (Motor Equipment), or Maintenance Assistant Parks.

OR

Open Competitive: Three years of experience in general construction or maintenance.

Candidates may also be eligible via the following:

Reassignment - Currently in title and an employee of DEC.

or

Reinstatement Eligible - Previously held the title on a permanent competitive basis.

or

55-b/55-c Appointment: Candidates must meet the open competitive minimum qualifications above and include with their resume or application, copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.

Note: If there is a viable promotion examination eligible list (three acceptors) for this position, candidates who qualify under NY HELPS or 55-b/55-c cannot be considered.

Additional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position.

Must be able to negotiate difficult terrain.

Must be able to work in remote areas.

Must be able to work in adverse weather conditions.

Overtime may be required.

Must be available for emergency response.

Must be available to respond to after-hours emergencies.

Telecommuting may be available, will be discussed at interview.
