Assists other public works divisions to ensure maximum efficiency, economy, and effectiveness in providing and maintaining high quality services to the public. The Superintendent also serves as a member of the department's management and leadership team and actively participates in strategic planning, problem solving, team building, and sharing of information, to ensure all divisions and the overall department successfully achieve their mission. Keeps abreast of regulations, new developments, and innovations in procedures and technologies to ensure application of the most effective and economical techniques and procedures. Plans, directs, and monitors the performance of staff to ensure that all objectives of the division are met. Expected Hours of Work Hours are typically Monday-Friday from 7 am to 3 pm. In addition to working hours, staff may be required to work additional events. Hours may include nights, weekends, and holidays. May include call-back for emergencies. Supports and advances organizational development efforts such as developing a high performing organization, employee engagement, workforce development, inclusion and equity, and performance measurement efforts. Prepares, communicates, and administers operation and maintenance policies, ordinances, goals, and objectives, including the city's fats, oils, and grease and inflow and infiltration ordinances and policies. Facilitates the identification, development, and implementation of long- and short-term strategic initiatives to meet the goals and objectives of the department and division. Oversees division assets, projects, and maintenance and improvement activities. Coordinates operations of the Utilities Division with other Public Works Divisions, as well as other City Departments. Directs the operations planning and implementation of programs, monitors program performance, and implements needed improvements. Determines whether a service is most efficiently performed by in-house personnel or contractual entities. Proactively resolves conflicts and misunderstandings to ensure a respectful and inclusive workplace. Performs annual performance evaluations. Provides feedback through formal and informal performance management. Enforces disciplinary rules following established policies and procedures. Seeks continuous improvement, establishes new approaches and methods, and encourages sharing of resources across the city. Promotes interdepartmental cross-training for employees. Actively pursues education, networking, and learning to stay abreast of new and emerging issues and technologies related to utility operations, public service, and leadership. Proactively shares new information through all levels of the organization. Maintains a thorough understanding of state and federal drinking water quality requirements. Ensures compliance with Minnesota Department of Health, Minnesota Pollution Control Agency, Metropolitan Council Environmental Services, and Environmental Protection Agency regulations and requirements. Supervises and monitors drinking water quality standards, changing requirements, and water sampling tests. Reports any water quality action levels to the appropriate authority and takes appropriate actions. Develops, coordinates, and implements safety meetings and enforces all safety rules and regulations to ensure compliance with OSHA standards and requirements, Employee Right to Know, and CDL requirements, monitors work areas for compliance, reviews and updates safety policies, procedures, and equipment. Reviews and directs the preparation of regulations regarding connection to and use of utilities and ensures the effective implementation of such regulations. Reviews construction plans and permits. Develops and administers the division operating and capital improvement plan budgets, including payment of invoices for programs and services. Produces, reviews, and recommends approval of plans and specifications. Coordinates and oversees contract administration including preparation of quotes, contracts, and bids through advertisement and award. Monitors contract compliance. Responsible for the planning and purchase of materials, supplies, equipment, and operations and maintenance of infrastructure rehabilitation within budget limitations. Researches, develops, and applies for local, state, and federal grant funding. Develops, manages, and oversees utility-system related projects completed by city staff or contractors. Acts as project manager on various projects. Works with various agencies on joint projects. Directs the development and maintenance of comprehensive records on the operation and repair of utility infrastructure and equipment, including the development and supervision of asset management programs. Able to understand and operate SCADA systems. Represents the division and department to interpret, inform, and advise residents, businesses, contractors, and the public on inquiries, complaints, projects, policies, systems, procedures, and proposals through in-person meetings, over the phone, or email. Develops and maintains positive and effective working relationships. Attends meetings regarding utility activities. Partners with other government jurisdictions, commissions, and professional and private organizations on public works initiatives. Serves on Technical Advisory Committee of the Joint Water Commission. Minimum and Desired Qualifications Minimum Qualifications High School diploma, GED, or equivalent. Valid Class B Commercial Driver's License with tanker and air brake endorsements, or ability to obtain within 6 months of hire. 10 years of utility experience in municipal water and wastewater systems. 5 years of progressively responsible supervisory or management experience in utility maintenance. Class S-C Sewer Operator's License, or ability to obtain within one year of hire. Class C MDH Water Operator's License, or ability to obtain within one year of hire. FEMA ISC-100, ISC-200, ICS-700, and ICS-800 Certifications, or ability to obtain within one year of hire. Bachelor's degree in utility management, public works, public administration (equivalent education and experience) 5 years of computer and software experience including Microsoft suite, asset management, and GIS software. Comprehensive working knowledge of municipal policies, codes, and regulations. Knowledge of equipment, facilities, materials, methods and procedures used in public water distribution systems, sewer collection systems and storm drainage systems. Knowledge and understanding of sewer, wastewater and water systems consistent with required certification. Maintain ability to perform safety sensitive functions, as defined by state statute. Ability to complete the essential duties and responsibilities of the position with or without reasonable accommodations. Desired Qualification Minimum of two years formal training in the water and sewer field such as AAS Degree in Water Environmental Technology (WETT) Graduation from a technical or community college with training in Public Works Operations; or related degree, such as Public Works Certificate. Knowledge of state laws and City policies dealing with personnel matters, safety, vehicle operation, and proper application of materials used in their area of responsibility. 10 years of progressively responsible supervisory or management experience in utility maintenance. Class S-B Sewer Operator's License Class B MDH Water Operator's License Experience in leadership positions with industry organizations, such as, APWA, AWWA, MWOA, or SUSA. Knowledge of water, sanitary and storm sewer construction and maintenance practices.
