Performs intermediate work participating in the design and construction of a variety of public works and utility facilities; does related work as required. Work involves setting policies and goals under the direction of the Director of Engineering.

This is sedentary work requiring the exertion of up to 10 pounds of force occasionally; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions.

Developing and designing public utility and public works infrastructure projects; developing project plans and specifications; conducting plans review; preparing and maintaining files and records.

Provides technical design of engineering projects from planning through approvals and construction.

Prepares or reviews construction estimates, designs, and specifications for public works and utility projects.

Serves as project engineer on construction projects, inspects projects for conformance to construction plans and specifications.

Participates in the preparation of specifications, maps, plans, profiles, field notes, and designs of public works and utility projects; performs minor field survey work.

Provides contractors and general public with technical information relating to engineering projects.

Engages in engineering research and assists in preparation of contractor proposals, contract papers, and related materials, figures costs, and total project bid costs.

Makes adjustments to solve construction and material difficulties.

Analyzes survey reports, maps, and other data submitted with construction documents.

Maintains engineering files and records.

Prepares and submits reports as required.

Provides technical assistance to parties planning land improvement and construction activities.

Provides direction to consultants, contractors, and developers in planning and design of public improvement projects effectively and responsively.

Performs related tasks as required.

General knowledge of the principles and practices of civil engineering as related to the preparation of plans and specifications in the area assigned; general knowledge of modern methods and techniques as applied to the design of public works and utility projects; skill in the use of civil engineering instruments and equipment; skill in the use and application of computer aided design software; ability to interpret and apply Federal, State, and local ordinances, standards, and laws; ability to read, interpret, and understand engineering drawings, calculations, details, and specifications; ability to perform engineering computations and to make recommendations on engineering problems and planning; ability to communicate complete ideas effectively, orally and in writing; ability to calculate complex cost reports; ability to establish and maintain effective working relationships with City officials, employees, contractors, and the general public.

EDUCATION AND EXPERIENCE:

Any combination of education and experience equivalent to a Bachelor's Degree with major course work in civil or environmental engineering or related field and moderate experience in public works or utility engineering including the review of engineering drawings and specifications.

Possession of an appropriate driver's license valid in the State of North Carolina.

Possession of Engineering Intern certificate or ability to obtain within eighteen (18) months of employment.
