Summary:

This role will oversee construction and inspection activities for capital projects in the Northeast Facility Engineering group. Typical projects include modification and/or installation of pipeline pump stations, metering facilities, valve sites, and marketing terminal modifications. Projects are generally related to NGL or refined products systems and may fall under DOT 195/B31.4 or non-DOT/B31.3 codes of construction.

This position is a key component in ensuring that capital projects are constructed to ET standards. This position will work with and support a group of project managers/engineers in the Northeast Facility Engineering group.

Essential Duties and Responsibilities:

  • Participates in project design and constructability reviews.
  • Participates and assists with project material procurement. Oversees and coordinates material deliveries.
  • Works closely with the project engineers to develop construction scopes and bid exhibits. Assists in coordinating project construction bidding, bid review, and awarding contracts.
  • Solicits, reviews, hires, and oversees project inspection teams. Train and manage contract inspection per the Energy Transfer Quality Assurance Manual.
  • Plans and coordinates construction activity, material delivery, and all work involving construction crews and inspectors.
  • Works closely with the Project Engineering team to effectively manage changes to scope and/or design of projects during construction. Provides timely feedback to contractors during change process to ensure efficient production. Manages the change order process per the construction contract.
  • Detailed knowledge of company policies and procedures, industry practices, construction standards, welding procedures, non destructive examination practices, and OSHA rules and regulations.
  • Oversee collection and preparation of project closeout documentation.
  • Ensure project objectives are met during the project construction phase including safety, environmental, security, quality, schedule, and cost.

Requirements:

To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The requirements for this position are listed below:

  • Minimum 8+ years related experience which should include a good knowledge of industry practices, construction standards, welding processes and quality assurance. Also, the use and interpretation of piping schematics, as-builts, blueprints, P&IDs and other construction drawings.
  • Working knowledge of terminal and pipeline facilities operation and construction practices, including DOT 195 hydrotesting practices.
  • Knowledge of OSHA PSM requirements.
  • Excellent communication and organizational skills.
  • Self-motivated.
  • Microsoft Office.
  • Adobe Pro or Bluebeam
  • Valid Drivers License.
  • AWS CWI Certificate
  • API Pipeline Inspector Certification
  • API Facility Construction Inspector Certification

Preferred Qualifications:

  • ASNT ACCP Level II for Visual Testing

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

  • Office and field working conditions.
  • Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing.
  • Occasional visits to industrial/manufacturing settings, which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
