Job Overview:**
APTIM is seeking a dynamic Senior Project Manager to lead and support high-impact disaster recovery and infrastructure resilience programs. This role will directly support active and emerging FEMA- and DOT-funded programs across multiple regions.
The Senior Project Manager (Sr. PM) will lead strategic planning, compliance oversight, and cross-functional coordination across a complex portfolio. This individual will serve as a key liaison with clients and agency partners, manage grant performance and reporting, oversee closeout processes, and contribute to business development efforts. The Senior Project Manager will also guide internal teams and mentor junior staff to ensure efficient, high-quality project delivery. This individual will also serve as a Subject Matter Expert in grant-related management and administration.
**Key Responsibilities/Accountabilities:**
+ Serve as senior lead overseeing day-to-day operations of complex, federally funded infrastructure and disaster recovery programs
+ Identify and lead capture for large opportunities.
+ Manage the FEMA Sandy grant closeout process for a large transportation Authority, ensuring full compliance and documentation integrity
+ Lead coordination of grant pursuits under federal, state, local funding agencies
+ Perform grant management for programs under federal agencies including, but not limited to, FEMA, FTA, FHWA, FAA, MARAD, DOE
+ Oversee performance tracking, stakeholder communication, and team deliverables across multiple geographic regions
+ Interface with state and federal agency representatives, engineering teams, and subconsultants to ensure program alignment
+ Support business development efforts, including proposal writing, opportunity tracking, and client engagement
+ Provide senior-level insight on complex technical, policy, and compliance issues
+ Train and mentor junior project staff to build team capacity and continuity
+ Contribute to internal EMDS leadership initiatives and support organizational growth strategies
**Basic Qualifications:**
+ Bachelor's degree in Public Administration, Business Administration, Emergency Management, Political Science, Communications, Planning, or related field
+ Minimum 10 years of experience in disaster recovery, emergency management, or public-sector consulting
+ Demonstrated experience managing FEMA PA and mitigation programs, DOT and DOE infrastructure funding, and HUD/CDBG programs
+ Expertise in federal grant management, regulatory compliance, and closeout procedures
+ Excellent client engagement and communication skills, both written and verbal
+ Proven ability to lead cross-functional teams and manage project schedules, budgets, and quality assurance
+ Proficiency in Microsoft Office, project tracking software, and remote collaboration tools
**Preferred Qualifications:**
+ Master's degree in Business Administration (MBA), Public Administration (MPA), or related discipline
+ PMP certification or equivalent project management credential
+ FEMA Independent Study coursework (e.g., IS-1000, IS-794, IS-240, IS-702a, etc.)
+ Multilingual capabilities
+ Experience with transportation agencies, Louisiana disaster recovery landscape, or similar clients

As of the date of this posting, a good faith estimate of the current pay range for this position is $125,000 to $154,000 per year. Compensation depends on several factors including: experience, education, key skills, geographic location of the position, client requirements, external market competitiveness, and internal equity among other employees within APTIM.
