Burns & McDonnell is actively seeking a Project Manager for our Environmental Services Global Practice. This position encompasses the technical areas of environmental studies, CEQA and NEPA analysis, permitting, siting, routing, project management, client development, and other various environmental services.

This individual will enhance our existing environmental and routing/siting presence in the region working closely with established clients across multiple markets including electric transmission and substations and wind and solar development. Additionally, the ideal candidate will help expand our environmental studies, permitting, and routing/siting services and client base in the region, provide management for both large and small utility energy projects from planning through construction and work with our Transmission Engineering and Power Generation Global Practices. The candidate should have an established and successful history managing and leading tasks for both small and large-scale routing/siting, CEQA, NEPA and related resource survey and permitting projects, including but not limited to assisting with developing proposals and cost estimates, executing project tasks, managing project budgets and forecasts, delivering client satisfaction, and mentoring staff for a variety of industry types including transportation, water/wastewater, renewable energy, electrical utility, and others.

The Project Manager will work within our Environmental Services Global Practice to perform the following duties:

  • Project management, team leadership, mentoring of junior staff.

  • Preparing routing and siting studies and evaluations.

  • Leading or contributing to preparation of such documents as CEQA Initial Studies, (Mitigated) Negative Declarations (IS/MND), Environmental Impact Reports (EIR), NEPA documentation Environmental Assessments, Environmental Impact Statements, Federal and state documentation for all types and sizes of environmental projects.

  • Business development and networking.

  • Maintain relationships with and provide oversight and support to subconsultants.

  • Assisting with and leading proposal and cost estimating efforts for environmental and siting projects.

  • Regularly interface with various agencies, clients, and team members.

  • Communicate technical reports, policies, and ordinances to the public and agency decision-making bodies.

  • Research solutions to regulatory changes and challenges.

  • Executing project tasks, managing project budgets and forecasts, and delivering client satisfaction.

  • Demonstrating creativity, foresight and mature judgment in anticipating and solving problems.

  • Developing, cultivating, and strengthening relationships with clients.

  • Other duties as assigned.

Qualified candidates will have experience in the following areas and with the regulatory requirements and processes of the following agencies:

  • CEQA related agencies including CCC/CPUC/CEC/State wildlife agencies.

  • NEPA related agencies including USACE/ USFWS/USFS.

  • Electrical/Energy facility siting and licensing agencies.

  • Federal and state historic preservation agencies.

  • Specific experience in electricity transmission, oil & gas, renewables, transportation, and other similar markets is preferred.

  • Experience with the resources and regulatory agencies in the central U.S is a requirement. Local, regional, and national knowledge and relationships with own existing clients is preferred.

Qualifications

  • B.S. or M.S. in environmental sciences, natural sciences, planning or related degree from accredited program.

  • Minimum 17 years of related consulting experience in a wide variety of areas ranging from leading and managing technical teams, project management and business development.

  • Local, regional, and national knowledge and relationships with own existing clients are strongly preferred.

  • Demonstrated technical competence and project experience in natural, cultural, or socioeconomic resource fields applicable to industrial (primarily conventional or renewable energy generation/transmission) siting and licensing and environmental permitting projects.

  • Must have the ability to deal effectively with a wide variety of industry, government, and public contracts on project-related matters.

  • Candidate must demonstrate the ability to attract and retain clients and build a backlog, revenue, profit, direct labor, and return on investment (ROI) over time.

  • Excellent written, verbal, and interpersonal communication skills are required to develop and maintain relationships.

  • Professional certifications or memberships related to planning or environmental fields are desirable.

  • Strong experience working with both private and public-sector clients.

  • Client relationship development experience is a plus.
