CLASSIFICATION SPECIFICATION

CLASSIFICATION TITLE: HEAVY EQUIPMENT OPERATOR

PURPOSE OF CLASSIFICATION

The purpose of this classification is to operate heavy equipment and perform semi-skilled/manual work functions associated with various city departments as assigned.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Provides direction, guidance, and assistance to employees; assigns and evaluates work; provides training as needed.
Operates heavy equipment and performs semi-skilled and manual work activities involving various city department functions, street maintenance, traffic control, sanitation, landfill, transfer stations, central garage, parks, cemetery, or other projects.
Operates a variety of equipment, machinery and tools used in department projects and activities, which may include a utility truck, dump truck, sanitation truck, compactor/baler, dozer, backhoe, track loader, end loader, salt spreader, snow plow, motor grader, elevating scraper, tapping machine, street sweeper, water flush truck, tractor, mower, weedeater, bush hog, chipper, leaf vacuum, computerized scales, water pump, air wrench, jack hammer, pipe wrench, pipe cutter, pipe threader, band saw, chain saw, welder, cutting torch, fire hose, fire hydrant, shovel, pick axe, rake, broom, mechanical tools, etc.
Transports, loads, and unloads refuse, equipment, and other materials; transports inmates to/from work sites.
Performs various tasks associated with sanitation/landfill operations, which may include constructing levees, berms, silt traps and drainage ditches, transporting crew of sanitation workers to collect refuse on an assigned route, coordinating daily route of truck, compressing refuse, washing transfer station roads and lots, pumping water from drainage holes, cleaning tunnels, separating/hauling recyclable materials, securing/hauling garbage, measuring lechate collection system, weighing trucks coming in/out of landfill, collecting fees for landfill use, etc.
Performs various tasks associated with street maintenance, which may include repairing/maintaining streets/roads, grading roadways, spreading rocks, installing/patching storm sewer pipes, installing drainage systems, patching holes in roads, repairing/resurfacing road cuts, raking blacktop, washing/sweeping streets and sidewalks, cleaning storm intakes, cleaning driveway tiles and storm sewer tiles, watering trees and landscaped areas, refilling water tanks, spreading salt/sand, removing snow from roadways, clearing ditches, cutting tree limbs, etc.
Performs various manual labor functions associated with department projects and activities, which may include breaking concrete, mowing/edging grass, edging/trimming grounds, spreading grass seed/straw/fertilizer, landscaping grounds, digging holes/trenches, shoveling materials, lifting/moving heavy materials, picking up debris/litter, directing traffic, etc.
Performs general cleaning/maintenance tasks necessary to keep machinery, equipment, and tools in operable condition, which may include inspecting equipment, checking fluid levels, replacing fluids, greasing equipment, washing/cleaning equipment, cleaning building and work areas, etc.; monitors equipment operations to maintain efficiency and safety; reports faulty equipment.
Assists in determining the amount of materials and equipment necessary to perform projects.
Assists in monitoring inventory levels of equipment, tools, or supplies, initiates requests for new or replacement materials.
Utilizes safety equipment and monitors work environment to ensure safety of employees and other individuals.
Prepares or completes various forms, correspondence, reports, logs, and other documents.
Receives various forms, reports, work orders, maps, manuals, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
Communicates with supervisor, employees, city departments, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Communicates via telephone and/or two-way radio; provides information and assistance; takes and relays messages or directs calls to appropriate personnel; returns calls as necessary.
Maintains regular and predictable in person attendance during regular business hours of the City of Henderson is required.
Must undergo and successfully complete drug test and alcohol screening prior to employment and undergo and successfully complete future drug test and/or alcohol screening pursuant to the Citys Drug and Alcohol policy.

ADDITIONAL FUNCTIONS

Provides assistance or backup coverage to other employees or departments as needed.
Performs related duties as required, necessary, or assigned.

MINIMUM QUALIFICATIONS

High school diploma or GED; supplemented by vocational/technical training in truck driving or equipment operation; supplemented by one (1) year previous experience and/or training involving heavy equipment operation, truck driving, or maintenance work in the area assigned; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Commercial Drivers License (CDL) and be able to obtain appropriate endorsement(s)within 6 months of hire.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division.
Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

ADA COMPLIANCE

Physical Ability: Tasks require the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds); may occasionally involve heavier objects and materials (up to 100 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, traffic hazards, toxic agents, disease, or pathogenic substances.
