Primary Function/General Purpose of Position

The Contract Analyst assists the Manager of Sourcing and Procurement in supporting the System-wide contract management program by managing GPO and RSFH negotiated contracts. The Contract Analyst is responsible for identification and preliminary analysis of cost reduction opportunities. Establish contractual relationships with suppliers of products, equipment, and certain services. The Contract Analyst will provide monthly reports of these opportunities for review and prioritization by the relevant Value Analysis (VA) Team. The Contract Analyst is responsible for pursuing these opportunities through the VA structure by means of direct negotiations, consolidation to the contract portfolio, Request for Proposals (RFP), Request for Information (RFI), and competitive bidding processes. The Contract Analyst is also responsible for the contract development and implementation for the opportunities pursued. The Contract Analyst is responsible for maintenance of the comprehensive contracts management program by establishing a portfolio of master contracts ensuring competitive pricing of the products, equipment, and services the system acquires/utilizes. The Contract Analysts additional duties include information gathering, management of supplier relations, proposal review and preparation of routine and special project analyses, reports, charts, and graphs to support the review by the Manager of Sourcing and Procurement and the Systems Value Analysis Teams.

Essential Job Functions

+ __ Knowledge of healthcare financial management is preferred.

+ Maintains centralized index of all supply and service contracts within scope of service (Purchasing Contracts).

+ Maintains physical copies of all RSFH negotiated supply and service contracts.

+ Maintains a record of contract changes and significant supplier communications in central file.

+ Manages risk associated supply and service contracts by ensuring favorable terms & conditions supply and services.

+ Refers significant or sensitive commitments to Legal for review.

+ Anticipates and communicates impeding contract expiration and renewal periods.

+ Provides the central point of control for Contracts for review and management price changes.

+ Works with Manager of Sourcing and Procurement to maximize the compliance of negotiated contracts, both corporate-wide and individual entity contracts.

+ Ensures appropriate data load into ERP system.

+ Ensures price discipline through charge audits.

+ Supports expansion of user-direct ordering process by ensuring accurate, EDI-ready item master.

+ Identifies underlying cause of changes to cost performance indicators.

+ Identifies significant non-contractedexpenses for negotiation.

+ Evaluates cost reduction opportunities.

+ Collaborates closely withGPO and clinical end users to ensure RSFH contracting needs are addressed.

+ Evaluatemarket conditions by product category.

+ With Manager of Sourcing and Procurement to prepare an annual cost management strategy for each significant cost category.

+ Support VA process by describing cost reduction opportunities and sourcing options.

+ Prepare product orservice specification.

+ Builds effective working relationships with key department managers and providers.

+ Evaluates RSFH price performance against market indicators, GPO, ECRI, IMS, etc.

+ Reports toManager of Sourcing and Procurement.

+ Evaluates percent of Supply Chain spend under contract.

+ Evaluates supplier performance and reports finding to Manager of Sourcing and Procurement.

+ Measureschanges to supplier base.

Licensing/Certification

+ Certified Professional through the Association of Healthcare Resource and Materials Management (AHRMM) is preferred. Certified Professional in Supply Management (CPSM) through the Institute for Supply Management is preferred.

Education

+ Bachelors degree required; Masters degree preferred in healthcare or business administration. Specific education in business law and/or purchasing contracting is strongly preferred.

Work Experience

+ Four years of Buyer, Purchasing Agent, Contract Analyst or related experience in a progressive and complex environment in general industry; large hospital or a multi-hospital system is preferred.

Skills

+ Possesses personal and professional values consistent with those of RSFH.

+ Must have a thorough understanding of purchasing, contract management methods, procedures, techniques of specification, contract writing, purchasing,contracting law, purchasing ethics and healthcare regulations.

+ Should possess solid knowledge of healthcare materials management operations and materials management information systems (MMIS), statistical and financial analysis, budget preparation, value and cost analysis, reimbursement, and productivity measurement.

+ Demonstrate a sound understanding of the principles of healthcare supply chain management.

+ Group Purchasing Organization (GPO) relationships, supplier relationship management, and stakeholder analysis.

+ Demonstrate strong knowledge of medical supplies and products used in hospitals and healthcare systems.

+ Must possess knowledge of Request for Proposal (RFP), Request for Information (RFI) development, contract analysis, negotiation, process administration and product knowledge.

+ Demonstrate a proven ability to accomplish goals through committee/group decision dynamics.

+ Must be highly proficient in spreadsheets, databases, word processing and presentation software tools to interpret, communicate and present information clearly, concisely, and understandably.

+ Must show outstanding written, oral communication skills and the ability to thrive in a cross-functional team environment.

+ Must be self-directed and able to work independently.
