THE WORK:
- Review submitted items for compliance with authority having jurisdiction requirements and assist in creating funding eligibilities using established protocols and templates.
- Review construction change orders, including scope of work, cost compliance, terms and conditions, overhead/profit mark-ups, and supporting documentation such as plans, RFIs, and specifications.
- Prepare or review independent cost estimates, justifications, and descriptions for proposed changes.
- Evaluate requests for time extensions and extended general conditions for validity and impact.
- Analyze construction schedules to assess potential time and cost impacts.
- Ensure proposals meet GOAA formatting standards and adhere to established guidelines.
- Confirm approved billing rates are applied correctly and assist in establishing new rates when needed.
- Verify that supporting documentation is complete, fees are properly separated, and reimbursable expenses are itemized and justified.
- Prepare scope of work take-offs to support cost assignments and funding eligibility determinations.
- Maintain organized work papers (electronic and hard copy) to document client communication, analysis, recommendations, and returned materials.
- Onsite at client site: The work location for this role is onsite with our clients and partners to enable delivery and cultivate our client relationships.

Qualification
HERE'S WHAT YOU'LL NEED:
- Bachelor's degree in Engineering, Construction Management, Architecture, or a related field required; advanced degree or professional certification (e.g., PE, PMP, CCM) is a plus.
- Minimum 5 years of experience in construction project review, cost estimating, or capital project funding, preferably in a government or aviation-related environment.
- Strong technical knowledge of construction change orders, independent cost estimates, time extension requests, and schedule analysis, including familiarity with AHJ compliance and GOAA standards.
- Proficiency in evaluating financial documentation, including billing rates, allowable costs, reimbursable expenses, and preparing scope take-offs for funding eligibility.
- Excellent organizational and communication skills, with the ability to maintain detailed documentation and work independently under tight deadlines.
BONUS POINTS IF YOU HAVE:
- Aviation/Airport experience preferred.
- Experience with contract administration and project management principles, methods, and practices.
- 3 years spent as a Project Estimator and/or specifically preparing, negotiating, and reviewing construction change orders.
- Knowledge of construction processes, with experience reviewing Design/Bid/Build and Alternative Delivery contracts (e.g., PDB, CMAR) regarding cost, work in place, and Estimate at Completion (EAC).
- Familiarity with Construction Project Documents (drawings, specifications, RFIs, etc.).
- Applied knowledge of engineering design, construction methodologies, and scheduling software.
- Strong interpersonal skills and the ability to communicate across all levels of an organization (executive to administrative).
- The ability to collaborate with diverse teams and work independently on tasks within a larger team.
