Description

The purpose of this class is to coordinate and manage the tracking of project and permit submittals and reviews for the Public Works Department. This position serves as the primary point of contact for applicants who submit projects and permits to the Public Works Department for Stormwater Permitting, Encroachment Permitting, Road Maintenance Acceptance Applications, Inspections, and Requests for TIAs (Traffic Impact Analyses). The class works within broad policy and organizational guidelines, does independent planning and implementation, and reports progress of major activities through periodic conferences and meetings. This class establishes and maintains effective working relationships with other county employees, municipalities, state and federal officials, representatives of historic and neighborhood organizations, business and community organizations and the public. The principal duties of this class are performed in a general office environment.

Duties

Manages tracking of projects and permit submittals/reviews in the Evolve (Stormwater/Engineering reviews, TIA's, Encroachment Permits, RMAA, EPSC's).

Screens submittals for completeness before distributing to Civil Engineers for review.

Ensures all necessary approval from County and outside agencies have been given before Public Works permits are issued.

Processes permitting and TIA payments.

Coordinates TRC and scheduling; inspection scheduling.

Distributes project and permit submittals to appropriate reviewers.

Manages correspondence from Engineer/Developer regarding Public Works Permitting processes.

Collects fines, fees and payments, and issues receipts.

Types letters, memos, and other correspondence for the appropriate office or department.

Establishes and maintains good working relationships with county staff, elected and appointed officials, and the development community to ensure streamline project reviews.

Performs general administrative work as required, including preparing reports and correspondence, entering and retrieving computer data, reviewing mail and literature, conducting and attending meetings, etc.

Attends training, conferences, seminars, meetings, etc.

All County employees are considered public servants for the citizens of Dorchester County. When requested before, during, or after an emergency event, County employees are expected to work and serve the public in coping with the emergency.

Performs other duties as assigned.

Qualifications

Education and Experience:

Prefer Associate's degree in a related field. High School Diploma or GED with related experience equivalent to degree.

Requires at least two (2) years of professional experience in a development review setting.

Additional Requirements

Special Qualifications:

Must possess a valid state driver's license.

Work is performed regularly where decisions are made that could lead to major community or organizational consequences if there is a failure to make the appropriate decision at the time.

Position Type and Expected Hours of Work

This is a full-time position; typical work hours and days are Monday through Friday, 8:30 a.m. to 5:00 p.m. Some flexibility in hours is allowed, but employees must be available during the "core" work hours of 9:00 a.m. - 4:00 p.m. and must work 40 hour each week to maintain full-time status. Employees must be available to work evenings, weekends and holidays during emergencies or as requested.
