BWSR is the Radiological, Environmental and Construction sub-contractor at the Naval Reactors Facility in Idaho Falls, ID and performs characterization and remediation of work areas to support building construction and equipment installation, system upgrades, and repairs on systems and infrastructure in radiological and non-radiological areas.
Procurement Specialist Technical Services Group (TSG) BWSR, Idaho Falls, ID
JOB SUMMARY:
The Procurement Specialist is responsible for complex procurement actions, including vendor sourcing, solicitation, proposal evaluation, delivery, closeout, and all associated aspects of the procurement process; contract oversight to ensure all applicable contract requirements, BWXT corporate policies and Federal Acquisition Regulations are appropriately applied to procurement actions; overseeing and tracking the purchasing of materials and services to ensure all project needs and timelines are met; auditing the receiving / receipt controls of materials; auditing material stores inventories; establishing purchase orders / purchasing agreements with vendors through BWXT Corporate Procurement; validating on a monthly basis that all charges against purchase orders are authorized and valid; tracking the remaining values on vendor purchase orders and recommending / coordinating purchase order value augmentation when appropriate; auditing Purchase Card reconciliations monthly; drafting Approval Requests (AR) to the customer for procurements as required by BWSR procurement procedures and the BWSR-Idaho contract; and acting for the Procurement Lead in their absence.
JOB RESPONSIBILITIES:
The successful candidate is responsible to:
Sets priorities to ensure completion of assigned tasks.
Provide acquisition support for the issuance of subcontracts of varying size and complexity.
Establishes purchase orders/purchasing agreements with vendors through BWXT Corporate Procurement.
Oversee and track the purchasing of materials and services, ensuring all project needs and timelines are met.
Review, approve, and submit material invoices in a timely manner to BWXT Corporate Accounts Payable.
Audits the receiving / receipt controls of materials.
Audits material stores inventories.
Audits that material paid for, is being invoiced to the customer.
Validates, monthly, that all charges against purchase orders are authorized and valid.
Tracks the remaining values on vendor purchase orders and recommends / coordinates purchase order value augmentation when appropriate.
Audits Purchase Card reconciliations monthly.
Drafts Approval Requests (AR) to the customer for procurements as required by BWSR and BWSR-Idaho procurement procedures, and the BWSR-Idaho contract.
Develops data and submits Material Control and Procurement performance assessments to the Lead Project Manager and Site Manager.
Reviews supplier and corporate invoices to ensure charge and project cost assignments are correct.
Provide answers to questions about material purchases on corporate invoices sent to the customer to ensure material procurements are authorized and accurate.
Inventories all accountable, sensitive, and administratively controlled materials and equipment and submits required reports in accordance with BWSR, BWSR-Idaho, and customer requirements.
Ensures all BWSR-Idaho procurements meet BWSR, BWSR-Idaho, and customer requirements, to include requirements for competitive sourcing and/or sole source or single source justifications and approvals.
Consults with BWSR, LLC and BWXT Corporate experts to ensure purchases conform to good Commercial and Government procurement practices and requirements.
Quickly gains and maintains expertise in customer, BWSR, BWSR-Idaho, and BWXT Corporate procurement, Purchase Card, and material control procedures and requirements.
Resolves complex problems as they arise.
Acting for the Procurement Lead in their absence.
Helps the Department Manager prioritize the daily work efforts of his Logistics Support/Procurement Agent staff.
EDUCATION/EXPERIENCE:
Minimum Qualifications:
Solid foundation and experience in budgeting, accounting, and/or inventory controls.
Should be familiar with purchasing and accounts payable systems and procedures.
Proficiency in MS Office (Word, Excel, PowerPoint and Outlook) required. Proficiency in MS Access database software. Ability to use various inventory management and material procurement, processing systems.
Must be able to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages.
Ability to obtain and maintain a Department of Energy L security clearance.
Able to complete and maintain all training and qualifications required for the position.
Perform other duties as assigned by management.
Education and Experience Required:
High school diploma or its equivalent with, typically a minimum of 5 years supervisor experience in contract management, procurement and/or material management.
Pay: $85,000 - $134,000
The base salary range for this position in Idaho (US-ID) at the start of employment is expected to be between $85,000 and $134,000 per year. However, the base salary offered is based on local job market factors, and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment. If hired, the selected job candidate will be employed 'at-will, unless employed at a location and in a position subject to a collective bargaining agreement.
