Performs a variety of professional administrative, technical, analytical, and field inspection duties supporting the Open Spaces Operations Division. Leads and collaborates with departmental staff to support capital improvement projects, operational programs coordination and implementation, contract and lease management, property access and land use, asset and infrastructure management, and special projects as assigned. While this position will work with all the properties stewarded by Arapahoe County Open Spaces, special attention will be given to the 45 miles of the High Line Canal the County owns.

  • Conducts research and analysis to develop and coordinate administrative, operational, stewardship, regulatory, and field services programs. Monitors and evaluates ongoing success of programs / projects with departmental staff, partner organizations, consultants, and contractors.
  • Develop and administer maintenance agreements, recreational agreements, stormwater management agreements, intergovernmental agreements, and various types of land use agreements governing Open Spaces properties.
  • Oversee the administration, review, and response to internal and external development and property impact referrals, license agreement requests, easement requests, and other property-related impacts.
  • Develop and administer asset and infrastructure management programs to support operations, stewardship, capital improvements, and life-cycle replacements. Utilizes GIS and GPS technologies to establish inventories, track asset conditions, and support budget recommendations for new and replacement assets.
  • Represents the Operations Division on departmental and/or County projects. Supports projects through attending meetings, design/plan review, construction observation, and post-project warranty follow-up.
  • Administers the selection of contractors and associated contract services. Supports various operational contracts through drafting scope of services, request for proposals, and invitation for bids.
  • Mentors and supervises assigned staff who administer the department's property access, property use, property regulatory, and associated administrative programs within the Operations Division.
  • Oversee the administration of facility rental programs and special use/access permit systems for parks, trailheads, trails, and designated heritage sites.
  • Manage and lead special project assignments and grant development to support operations, maintenance, stewardship, and visitor services programs.
  • Supports initiatives that implement the findings in the Arapahoe County Open Space Master Plan (June 2021).
  • Research and administer environmental compliance programs associated with Open Spaces properties, natural resources, agricultural resources, and the Department's water rights portfolio.

Education and Experience:

  • Bachelor's degree.
  • Five (5) + years of administrative or programmatic experience in open space, parks, trails, natural resources and/or land use management.
  • Development and coordination of operational programs, contracts, and projects desired.
  • An equivalent combination of education and work experience that satisfies the requirements of the job may be considered.

Preferred Education and Experience:

  • Bachelor's degree in public administration, parks administration, recreation management, natural resource management, agriculture, environmental science, land use planning, or related field.
  • Geographic Information Systems (GIS) experience, with the ability to collect data in the field.

Pre-Employment Additional Requirements:

  • Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.
  • Possession of a valid Class "R" Colorado Driver's License or the ability to obtain the license within two weeks of appointment.

Post-Employment Requirements:

  • Possession of, or the ability to obtain, within six (6) months of employment, a valid First Aid/CPR certificate.
  • This position is deemed essential, and incumbents must be available to support departmental or County emergency operations/events at all hours of the day or night.
  • This position may require working on call, evenings, weekends, and/or irregular hours.

WORK ENVIRONMENT:

  • This position will split time working outdoors and indoors, with time spent working in the field gathering information and monitoring projects / programs / properties, while time spent in the office will focus on operational administration, analysis, and program / project support. Field environment; travel from site to site; exposure to noise and dust; potentially hazardous chemicals; inclement weather.

PHYSICAL DEMANDS:

  • Spends 60% of the time sitting and 40% of the time either standing or walking.
  • Occasionally lifts, carries, pulls, or pushes up to 40 lbs.
  • Occasionally uses cart, dolly, or other equipment to carry in excess of 35 lbs.
  • Frequently climbs, stoops, kneels, balances, reaches, crawls and crouches while performing office or work duties.
  • Verbal and auditory capacity enabling constant interpersonal communication through automated devices, such as telephones, radios, and similar; and in public meetings and personal interactions.
  • Constant use of eye, hand and finger coordination enabling the use of automated office machinery or equipment.
  • Visual capacity enabling constant use of computers or other work-related equipment.
