Job Title: Sr. Project Manager - LIMS Implementation

Location: Salem, Oregon (Hybrid/On-site as required)

Duration: 15 months

Position Overview

Our client is seeking an experienced Project Manager III to support the Public Health Laboratory in implementing a new Laboratory Information Management System (LIMS) , as well as managing other smaller IT-related initiatives at the Laboratory.

You will be responsible for overseeing the full project lifecycle, ensuring successful delivery on scope, schedule, and budget, while coordinating with technical teams, vendors, and stakeholders across the agencies.

Scope of Work

The Contractors Key Person will:

  • Serve as the primary Project Manager for the LIMS Replacement project.
  • Manage additional client's projects as assigned.


Key Responsibilities

  • Lead project planning, scheduling, and execution.
  • Coordinate with technical and non-technical stakeholders to gather requirements and ensure alignment with business needs.
  • Develop, maintain, and track project documentation including project charters, schedules, risk registers, and status reports.
  • Manage vendor relationships, ensuring deliverables meet contractual and quality expectations.
  • Monitor and control project risks, issues, and changes through established governance processes.
  • Ensure compliance with client and agency standards, policies, and procedures.
  • Facilitate effective communication between client's leadership, technical teams, and external partners.
  • Provide regular progress updates to stakeholders and project sponsors.


Required Qualifications

  • Proven experience managing large-scale IT projects, preferably in public health, laboratory, or healthcare
  • environments.
  • Strong understanding of Laboratory Information Management Systems (LIMS) or similar complex software solutions.
  • Proficiency in project management methodologies (PMBOK, Agile, or hybrid approaches).
  • Exceptional communication, negotiation, and stakeholder management skills.
  • Experience managing vendor contracts and deliverables.
  • Ability to manage multiple projects simultaneously in a fast-paced environment


Preferred Qualifications

  • Project Management Professional ( PMP ) or other relevant certifications.
  • Experience with state or federal public sector IT projects.
  • Familiarity with clients systems and operational processes.


Work Environment

Hybrid work arrangement with periodic on-site presence

Collaboration with cross-functional teams including IT staff, laboratory personnel, and agency leadership.
