Make an impact: The Stormwater Inspections Technician III/Lead is a vital member of the Stormwater Quality Section of Public Works. As a member of this group, the successful candidate will act as the lead of the inspections team performing inspections of mechanical and green stormwater infrastructure, for both public and private facilities, to help the City maintain compliance with its MS4 NPDES stormwater permit and Stormwater Management Program. The ultimate goal of the Stormwater Facility Inspections Team and Program is to reduce urban stormwater runoff pollution and provide clean water flowing through streams in Salem.

What you will do:The Stormwater Inspections Technician III/Lead is responsible for leading the inspections team in performing inspections of private and public stormwater treatment facilities using a mobile app to support the City's stormwater permit. As part of the Stormwater Inspections Team, you will help problem solve issues found during field inspections of both vegetated green stormwater infrastructure (GSI) and mechanical infrastructure. The Stormwater Inspections Technician III/ Lead is also responsible for most communications with private stormwater facility and detention basin owners. On occasion, this position supports other workgroups including Stormwater Operations and Maintenance, Environmental Outreach, Natural Areas, Stream Crew, and Environmental Monitoring.
This is a physically demanding job that includes working in the field year-round and lifting and moving heavy objects.
The ideal candidate will be able to apply their knowledge of and skills with moderately complex, technical, sub- professional engineering for working with public and private stormwater infrastructure; be a team player, but also be able to work independently; be customer service oriented and able to communicate effectively with a variety of audiences; be comfortable working with ArcGIS and Cityworks, have an understanding of stormwater permits and the relation to the inspections work conducted, and have a knack from problem solving.
Additional information on job responsibilities:
- Work with the supervisor and stormwater inspections team to ensure that all stormwater treatment facilities are inspected as scheduled.
- Use existing mapping software application and devices to inspect public and private stormwater treatment infrastructure, which include but are not limited to rain gardens, swales, treatment wetlands, ponds, detention basins, pervious pavement, hydrodynamic separators, tree boxes, and mechanical treatment filters.
- Open and complete inspections in the City's asset management database (Cityworks).
- Photo document onsite inspections.
- Ensure customer service excellence while performing inspections, interacting with the public, and conducting site visits and follow up inspection meetings.
- Work with other staff to solve problems in the field and with software application and platforms.
- Work respectfully with coworkers and the public.
- Research engineering plans, as-builts, plat documents to determine proper facility documentation. Ensure accurate updates are performed.
- Update relevant documents, when needed.
- Provide annual report information.
- Perform addition inspections of the complex and airport, as needed.
- Be traffic safety conscious and trained.
- Be trained on confined space entries.
- Work with other departments and divisions to address workflow needs and information.

Position schedule is Monday - Friday, 7:30 am - 4:00 pm.
Hybrid potential:
Our team follows a hybrid schedule working in-office (at the PW Operations Building) 3 days a week and remotely for the rest with manager approval after an initial introductory period. This is subject to change based on business needs.

What are the minimum qualifications:
- Must pass the pre-employment background check.
- Must have an Oregon Driver license and meet the City of Salem's driving standards.
- Associate degree from an accredited college with major course work in engineering or mathematics, and three years' experience in engineering and drafting, or any equivalent combination of experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.
