Position Summary

We are seeking an experienced Capital Projects Construction Project Manager (CM side) to oversee planning, design, procurement, and construction of capital improvement projects from the Construction Management (CM) side. The CPM will serve as the Owner's representative, ensuring that projects are delivered safely on schedule, within budget, and in compliance with contract requirements, quality standards, and regulatory obligations. He/ She will also be required to serve as Resident Engineer during construction and to provide support to Business Development efforts in securing new projects.

Key Responsibilities

CPM Duties:

  • Lead and manage all phases of capital projects, from pre-construction (planning and design) through construction and closeout.
  • Serve as the primary point of contact between the Owner, design consultants, contractors, and regulatory agencies.
  • Develop and maintain project budgets, schedules, and risk management plans.
  • Oversee procurement processes, including bid evaluation, contract negotiation, and award recommendations.
  • Review and approve contractor submittals, RFIs, change orders, and payment applications.
  • Monitor field progress through regular site visits to ensure quality, safety, and compliance.
  • Facilitate project meetings, prepare progress reports, and present updates to executive leadership and stakeholders.
  • Ensure effective document control and compliance with Owner and agency standards.
  • Manage project closeout, including final inspections, punch lists, commissioning, and turnover to operations.

Resident Engineer Duties:

  • Provide full-time, on-site representation during construction
  • Monitor contractor activities for completion with contract document, safety, and quality standards.
  • Coordinate inspections, testing, and field observations.
  • Maintain daily reports, field logs, and project documentation.
  • Serve as the primary point of contact between the owner, contractors, and design team during construction.

Business Development Support

  • Assist in identifying pursuing new project opportunities.
  • Participate in proposal preparation, interviews, and presentations.
  • Provide Technical expertise and project insights to strengthen business development efforts.
  • Build and maintain strong relationships with clients, consultants and partners.

Qualifications

  • Bachelor's degree in Construction Management, Civil Engineering, Architecture, or related field (Master's preferred).
  • Minimum 7+ years of experience in capital projects, infrastructure, or large-scale construction project management.
  • Strong knowledge of project delivery methods (Design-Bid-Build, CMAR/GCCM, Design-Build, Progressive Design-Build).
  • Demonstrated experience in budget management, scheduling, and contract administration.
  • Familiarity with public procurement processes and regulatory requirements.
  • Excellent communication, negotiation, and stakeholder management skills.

  • CCM (Certified Construction Manager)
  • PMP (Project Management Professional)
  • PE (Professional Engineer) license
  • LEED AP (Leadership in Energy and Environmental Design Accredited Professional) or sustainability credentials
