The City of Brooklyn Park, Minnesota's sixth largest municipality, seeks a City Engineer to join the Operations & Maintenance Department's leadership team. This position plays a key role in helping the community achieve its vision: Brooklyn Park, a thriving community inspiring pride where opportunities exist for all.
The City Engineer is responsible for the design, construction, and inspection of public and private infrastructure, strategic planning, water resources, protection of drinking water, and general management of the Engineering Division. This position is responsible for maintaining funding levels within the Franchise Fee Fund, Special Assessment Construction Fund, and assisting the Director of Operation and Management with reviewing the utility fund levels. The City Engineer is also responsible for helping to lead funding requests on both local, state, and federal levels to assist in the reduction of construction costs to the City. This position is integral to lead the City through major county and state projects.
The position is responsible for the direction, management and leadership of a team of nine staff members.

- Leads, manages and directs department operations to ensure department goals and objectives are achieved.
- Leads, manages and directs department staff to include selection, training, motivation, program/project and work performance evaluation and review.
- Develops, establishes, and implements departmental action plans and strategies to include leadership and direction in the development of short- and long-range plans and projects.
- Accountable for the establishment and implementation of accounting policies, procedures and internal controls including compliance with federal and state laws, rules, and regulations, and city ordinances.
- Assists the Director in the developments and management of the department's annual budget to include preparation, administration and coordination.
- Manages Design Staff in preparation of plans and specification for public improvement projects.
- Manages street, utility, transportation, and water resource construction / reconstruction projects.
- Leads, manages, and directs Engineering Division operations and staff to ensure department goals and objectives are achieved.
- Manages city improvement and consultant contracts to include authorization of payments, change orders, etc.
- Manages Engineering projects and programs to include strategic plan and Capital Improvement Plan.
- Leads staff in obtaining outside grants on the local, state, and federal levels to reduce city costs for projects.
- Works to create City Policies as directed by Council (Speed Limit Policy, Special Assessment Policy, Safe Routes to School, Bike and Pedestrian Plan, Complete Streets, etc.)
- Responds to resident calls, issues, and requests; assist staff with resident issues and response.
- Provides engineering review of projects and permits for other division and departments within the City.
- Manages the City's overview of large scale MNDOT, Hennepin County, Metropolitan Council projects (LRT, 252 Reconstruction, etc.)
- Responsible for Council action items, easement vacations, private development review, and work directly with other departments regarding engineering items.
- Provides assistance to other departments for engineering questions and leads projects for other departments.
- Leads the City's participation in joint projects with neighboring Cities.
- Leads the City's bridge inspection program.
- Oversees the City's implementation to the Federally Mandated MS4 program and assists private utilities with their projects in the City's right of way.
- Organizes, implements and maintains the Department safety programs, rules and procedures.
- Establishes and maintains effective working relationships and communications, and coordinates with other government agencies, vendors, contractors, and the general public.
- Performs other duties as assigned.
Education
Bachelor's degree in civil engineering or closely related field.
Experience
Five (5) years of progressively responsible experience with municipal infrastructure systems design, plan review, construction project management and at least three (3) years supervision and/or direction of technical and support staff.
Licenses/Certifications
- Professional Engineer (PE) licensure in the State of Minnesota or ability to obtain within six (6) months of employment.
- Valid driver's license.
Equivalency
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.
Knowledge, Skills and Abilities
- Thorough knowledge of principles, standards, and practices of municipal civil engineering.
- Considerable knowledge of water and wastewater treatment, storage, distribution, and sewer systems.
- Considerable knowledge of management principles and practices in municipal government.
- Considerable knowledge of construction methods, materials and equipment related to public works construction and maintenance.
- Considerable knowledge of environmental water program requirements.
- Considerable knowledge of State Aid Street Construction requirements and of the rules and regulations pertaining to the operation of a transfer station.
- Considerable knowledge of the laws, rules, and regulations related to water and wastewater treatment facilities, water quality, street maintenance and underground utilities.
- Considerable skill in the design of engineering projects and preparation of project plans and specifications.
- Thorough ability to develop long term plans and programs, and to make sound decisions on matters of public policy and complex engineering problems.
- Thorough ability to communicate effectively, both orally and in writing, with state regulatory agencies, elected officials, City staff, contractors, and the general public.
- Thorough ability to supervise staff and direct operations.
- Considerable ability to direct, plan, oversee and evaluate public works projects.
- Considerable ability to see, read and understand plans and to distinguish color for mapping designations and utility markings and to use MS Office and AUTO-CAD software programs.
- Considerable ability to touch and use fine motor skills for drawing and use of construction materials.
- Knowledge of public easements and right of way.
- Knowledge/experience developing Capital Improvement Plans.
- Knowledge of applicable federal, state, and local laws, statues and regulations.
- Knowledge of leading best practices in engineering.
- Ability to successfully manage the Engineering Service Division.
- Ability to produce and review project designs, site designs, specifications, estimates and reports.
- Ability to effectively serve as the O&M Department liaison with the Community Development Department.
- Ability to develop strategic plans and programs to implement and achieve division objectives.
- Ability to communicate clearly, concisely, and effectively, both in verbal and written formats including effective public speaking and presentation skills and technique.

- Ten (10) years of municipal engineering experience (consulting or government)
- Five (5) years of progressively responsible supervisory experience.
- Five (5) years of experience with capital improvement planning and implementation.
- Five (5) years of experience with project management of street and utility construction/reconstruction projects.
- Five (5) years of experience with transportation interchange planning.
- Previous experience working on Light Rail Transit projects.
- Previous experience training and developing engineering staff.
- Previous experience developing and monitoring budgets.
- Previous experience working with diverse populations.

Anticipated Work Schedule: Position is a full-time, exempt, non-union position that will include a standard eight (8) hour work day; may include occasional evening hours.
Anticipated hiring wage: $131,521.52 - $154,731.20 annually depending on qualifications plus City's full-time employee benefit package.
