Job Overview Under the direction of the Design & Operations Branch Manager, the Electrical & Janitorial Supervisor's primary duty and responsibility is to manage the total work effort associated with the operation, sustainment, restoration, and modernization of the electrical transmission and distribution system and equipment. Provide review/approval of related scope(s) of work and cost proposals provided to the customer. Incumbent shall be the subject matter expert for review and approval of Contractor plans, switching orders, and procedures related to the operation and maintenance of the electrical transmission and distribution systems. An additional duty for this position is to plan, organize, schedule, and provide supervision of custodial maintenance and operation of all facilities at the NASA/White Sands Test Facility (WSTF). This exempt position is located at the NASA/White Sands Test Facility in Las Cruces NM. We offer a competitive wage, leave/health benefits, and 401K. Work Model: Onsite Responsibilities Essential Duties & Job Functions: Electrical Section: Technical advisor to the Design and Operations Branch Manager for all matters relating to assigned functional areas. Provides day-to-day guidance and direction to others in the electrical department. Leads a crew in the performance of skilled operation, maintenance, repair, and installation of electrical, power distribution and building systems. Understand and support electrical high (>25KV), medium (25KV-480V) to low (480V-24V) AC power distribution systems, emergency power systems, motor control, fire protection, lightning protection, arc flash, grounding, security systems, and fire alarm systems. Possesses the ability to quickly reallocate resources to respond to duly approved emergency and/or urgent requirements. Collects data, prepares, and submits periodic reports, and prepares and submits work schedules for all assigned work areas. Reviews shop work orders for completeness, proper method, and quality of accomplishment, and availability of materials both before and after work. Ensures the subordinate employees' time records reflect an accurate record of hours worked and job order numbers to which time is charged. Tracks and monitors all applicable training and licensure requirements for direct reports. Develops and oversees a comprehensive maintenance program that provides an economical approach to manufacturers' recommended procedures, OEM standards, and maintenance required to satisfy equipment warranties and keep facilities, installed equipment, and minor property in normal working condition. Establishes unique work standards, enforcement of commercial/industrial standards and priorities of work. Inspects work to ensure compliance with plans, specifications, policies, regulations, and standards. Provides space, tools, test equipment, and materials for functional areas. Implements methods and procedures to accomplish assigned tasks. Supports, follows, and enforces the Company's and site safety plan through personal involvement in all aspects of safety. Follows all federal, state and local safety and environmental policies and procedures. Makes recommendations to the Design and Operations Branch Manager for long-range planning. Ensures proper housekeeping practices are observed. Responds to on call and emergency situations during or after hours, holidays and weekends for the purpose of resolving immediate concerns. Supports, implements (where applicable), and enforces all project and corporate procedures, plans, regulations, and rules. Performs other related duties as assigned. Janitorial Section: Oversee the group of employees responsible for the cleaning and sanitizing of various NASA/WSTF buildings to include but not limited to office and public areas, common gathering areas, rest room facilities and related fixtures. Identify and report building maintenance needs in assigned buildings and facilities. As directed, perform a variety of procurement duties requiring an understanding of the government supply system, programs, policies, work methods, or other established guidelines. Review all site work to verify compliance in accordance with applicable plans and procedures. Confer with and advise other management personnel regarding projects and priorities. Maintain adequate levels of tools, equipment, and other supplies. Plan and organize work to meet schedules and timelines in an environment with constantly changing priorities. Maintain supporting information of all mishaps related to all work performed. Inspect and diagnose problems to determine corrective actions/repairs. Ensure proper housekeeping practices are strictly observed. Accountable For: Basic knowledge of communications systems, as well as instrumentation and control (I&C) is highly preferred. Coordinating and directing the work of others. Communicating effectively orally and in writing. Completing all mandated training requirements per government and management directives. Timely and cost-effective performance of duties. Dealing with a variety of people in a professional, courteous manner in diversified situations. Adherence to established company safety policies and good industrial and office safety practices. Compliance with company Standard Operating Procedures and Personnel policies and procedures. Effectively coordinating a number of projects simultaneously. Having the ability to work well under pressure. Position requires to be onsite during normal business hours. Job Requirements Mandatory: High School Diploma or equivalent. Current New Mexico (NM) Licensed Electrical Journeyman EE-98J. Maintain licensure thru required continuing education units (CEU's). Current New Mexico (NM) Licensed Electrical Journeyman EL-1J or successfully acquire within two (2) years from start of employment. Maintain licensure thru required continuing education units (CEU's) Ten (10) years' relative experience with high and medium voltage transmission and distribution systems. Five (5) years' supervisory/lead experience leading a crew performing work of comparable scope and complexity. Valid state driver's license with acceptable driving record. Applicable drug testing as required by the company. Ability to successfully pass any background checks and/or security clearance required on the contract. U.S. Citizenship. Documented training and experience with high voltage transmission and medium voltage distribution systems. Skill in the use of MS Office Word, Excel, Outlook, PowerPoint, and TEAMs at an intermediate level. Preferred: Bachelor's degree in Engineering or other related field. NERC certification at the Transmission Operator level or higher. Other related training as applicable. Documented training and experience with microprocessor-based relays, SCADA, and low and medium-voltage breakers. Documented training and experience with large generator controls and operations. Experience working on a government contract. Working Conditions: Desk/office work and machine/trade shop area work. Machine/trade shop area work involves standing, directing personnel, and interfacing with site technical personnel. Position requires the individual to travel to different areas on site. Walking on uneven terrain including paved areas, gravel/rocks, and dirt/sand is required to access various locations on the facility. All work must be completed in a safe manner in accordance with NASA and Company safety standards. Physical Requirements: Position involves extended periods of sitting or standing. Physical requirements are: sitting, walking, standing, use of stairs, and access to remote structures. Typically required to lift and hold up to 30 pounds. Position is located in a hazardous testing facility; must be able to quickly evacuate buildings in the event of an emergency.
