SUMMARY

Seeking a Project Manager in the Facilities Construction Division of the General Services Department. This position will be responsible for providing project management skills and principles in conjunction with the planning, design and construction of city-owned buildings and major renovation projects. This position may manage a wide variety of projects including new City-owned buildings, renovations, and planning studies.
The Facilities Construction division provides administration and project management for the planning, design and construction of city-owned buildings and major renovation projects. These projects include operational facilities for police, fire, fleet, transit, street maintenance and solid waste, and city-owned cultural facilities such as the Spectrum Center, NASCAR Hall of Fame, Bojangles Coliseum, Ovens Auditorium, Discovery Place Science, two locations of The Mint Museum, Knight Theater and the Harvey B. Gantt Center for African-American Arts + Culture.
Every stage of the process is overseen by the division: consultants and contractors perform the design and construction of the buildings, and the division's project managers ensure that projects are properly managed, completed on time and within budget and meet various council-adopted policies.

Major Duties and Responsibilities

  • Manages architectural and engineering contracts and construction projects with responsibility for controlling project schedules, budgets, and scope (including design requirements) on all assigned projects.

  • Apply engineering and architectural design principles to multi-discipline projects.

  • Ensures projects align with citys Strategic Energy Action Plan and Sustainable Facilities Policy, where applicable.

  • Serves as lead manager and performs administrative duties on all assigned projects.

  • Schedules and attends meetings, documents decisions made at the meetings to create actions items and track progress.

  • Reviews and processes pay applications, contract amendments, change orders, claims, etc.

  • Updates Primavera schedules, Integrated Project Delivery System documents and other reporting requirements monthly or as needed.

  • Informs Division Manager of project progress, issues, etc.

  • Performs other duties as assigned.

Knowledge, Skills & Abilities:

  • The ability to successfully perform project management tasks including proactive management of project schedules and budgets, develop technical and non-technical reports and comprehend, assess and apply fundamental engineering and construction principles to achieve project goals.

  • Ability to comprehend, assess and apply fundamental engineering and construction principles to project initiation, planning, implementation and closeout.

  • Effective verbal and written communication skills

  • Ability to lead a project team, supervise and/or manage planning/design staff, and/or serve as a prominent member of a project team by effectively directing and guiding teamwork efforts.

  • Ability to work cooperatively and collaboratively with other city staff, consultants, contractors and the public

  • Ability to plan, prioritize and organize work and complete assignments with minimal supervision.

  • Attention to detail and the ability to read and understand complex contracts, agreements, specifications, and plans.

  • Effective computer skills including proficiency in Microsoft Office Products (Word, Excel) and Primavera

  • Requires good driving record, valid Drivers License, and a dependable passenger vehicle. On occasion, attendance at evening meetings may be required.

Minimum Qualifications:

  • Bachelors Degree in Engineering, Architecture, or a related field.

  • A minimum of (3) three years engineering or architecture project management experience demonstrating progressive responsibility in building design and construction is preferred.

Preferred Qualifications:

  • LEED or Green Globes accreditation

  • DBIA Accreditation and/or experience with alternative delivery methods

  • Experience with facility construction

CONDITIONS OF EMPLOYMENT
