Southwest Housing Compliance Corporation (SHCC) is looking for a detail oriented, highly organized candidate to perform a variety of administrative, analytical, and supervisory functions in support of the Director of Contracts. This role involves planning, overseeing, monitoring, and reporting on all Housing Assistance Payment (HAP) contracts under the Southern Housing Compliance Corporation's (SHCC) jurisdiction. SHCC has served the U.S. Department of Housing and Urban Development (HUD) as high-performing Contract Administrator for over 24 years. In this role, we are proud to serve over 800 properties in the states of Texas and Arkansas to ensure they receive sufficient subsidy and necessary operating funds in accordance with HUD's mission.

What you will do in this position:

Contract and Rent Adjustment Oversight

  • Review and approve Annual Adjustment Factor (AAF) and Operating Cost Adjustment Factor (OCAF) rent adjustments and contract renewals prior to submission to HUD/owners.
  • Review and approve Budget-Based and Special Rent Adjustments under the supervision of the Director of Contracts.
  • Ensure all submissions are accurate, timely, and compliant with HUD policies.

Reporting and Data Management

  • Prepare monthly, quarterly, and annual reports for submission to HUD.
  • Update the HUD Real Estate Management System (REMS) and SHCC internal databases as needed.
  • Monitor Contract Administrator (CA) database and Financial Analyst workloads to meet SHCC and HUD performance standards.

Supervision and Staff Development

  • Directly supervise Financial Analysts including performance evaluations, counseling, and daily oversight.
  • Train Financial Analysts on HUD regulations, SHCC policies, and relevant industry updates.
  • Ensure staff compliance with all HUD and internal operational standards.

Stakeholder Training and Communication

  • Develop and deliver training to property owners, agents, and industry partners on contract renewals, rent adjustments, and HUD policy updates.
  • Serve as a liaison between SHCC and HUD Project Managers, Asset Managers, and other SHCC departments.
  • Provide weekly status updates to the Director of Contracts regarding deadlines, staff performance, and ongoing issues.

Additional Duties

  • Support problem-solving efforts related to contract renewals and rent adjustments.
  • Perform other duties as assigned by the Director of Contracts.

Qualified candidates must possess:

  • Master's or Bachelor's degree in Accounting, Finance, Economics, or a related field from an accredited college or university. Equivalent combinations of education and experience may be considered.
  • Minimum five (5) years of progressively responsible experience in accounting, finance, or investment management.
  • At least one (1) year of experience in low-income housing or a related field.
  • Minimum three (3) years of supervisory experience.
  • Knowledge of HUD programs, regulatory compliance, the affordable housing industry
  • Strong knowledge of HUD regulations and SHCC contract administration policies and procedures.
  • Expertise in government and nonprofit accounting practices, including HUD reporting requirements.
  • Comprehensive understanding of financial principles including budgeting, cost allocations, and financial reporting.
  • Familiarity with Section 8 Housing programs, HUD handbooks, and real estate financing.
  • Proficient in using computers, including spreadsheets, databases, and standard office technology.
  • Ability to clearly communicate complex information both verbally and in writing.
  • Ability to establish and maintain effective working relationships with internal and external stakeholders.
